The Industrial Control System Industry Alliance (hereinafter referred to as “IC Alliance”) was established in December 2017, initiated by the expert group of the national “Nuclear High Base” major special project, and jointly founded by the China High-tech Industrialization Research Association along with more than ten key industry user units including State Grid Corporation of China, China Aerospace Science and Industry Corporation, China Aerospace Science and Technology Corporation, China Shipbuilding Group, China General Nuclear Power Group, China Three Gorges Corporation, and China Electronics Corporation.
The IC Alliance’s fundamental mission is to promote the independent and controllable core technologies of important national industrial control systems. Its development is guided by a committee of over ten authoritative experts, including Academician Shen Changxiang and Academician Ni Guangnan, ensuring that the direction aligns with national strategies. The State Grid Corporation serves as the first chairman unit. By 2025, the IC Alliance has gathered more than 120 member units from various technology vendors, integrators, system developers, industry users, as well as investment, research, and testing certification institutions across the industrial chain.
The core work of the IC Alliance focuses on major national strategies and the actual needs of industry enterprises, aiming to solve key challenges such as “chip shortages and lack of core technologies,” dependence on foreign core technologies, and information security risks:
Resource Integration: Effectively aggregating the advantageous resources from government, industry, academia, research, and application.
Platform Construction: Building three core platforms for information exchange, public technical services, and industrial services.
Technical Breakthroughs: Organizing joint efforts for basic research, technical breakthroughs, and product development to form technologies with independent intellectual property rights.
Standards and Branding: Promoting the establishment of industrial technical standards and industry service specifications, and creating national brands for industrial control systems.
Through these initiatives, the IC Alliance aims to significantly enhance the core competitiveness of China’s industrial control system industry, ensure the safe and stable operation of national critical infrastructure, and strongly support the industry’s independent controllability and high-quality development.
