“Embedded” Supervision: Building a Safety Barrier Together
Recently, the Discipline Inspection and Supervision Department of Nuodong Coal Mine, based on its supervisory responsibilities, has formed a special inspection team in conjunction with the safety management department to conduct special supervision and inspection of the implementation of safety production responsibilities in key areas and critical links of the mine, ensuring that all safety production decisions and deployments are effectively implemented.
Focusing on Responsibility Implementation, Strengthening On-Site Supervision.The inspection team adheres to the positioning of “supervision of supervision,” closely monitoring the safety production responsibility chain. They utilize document reviews, on-site inspections, and individual interviews to focus on the execution of safety management documents from the government and higher-level companies, checking whether the safety management department fulfills its supervisory responsibilities, organizes and carries out work normally, and whether other production departments implement work according to document requirements. For issues identified during inspections, such as inadequate performance by management personnel and responsibility vacuums, on-site rectification requirements are proposed, and a problem list is established to ensure issues are rectified effectively.
Focusing on Key Links, Deepening Precise Supervision.In line with the actual situation of the mine, the inspection team conducts “embedded” inspections in key locations such as the mechanical repair workshop, ground substation, sewage treatment station, and surface explosives depot, focusing on equipment management, fire safety facilities, and emergency plans. Additionally, they conduct video inspections and random checks on the work performance of on-duty personnel. A total of 12 issues identified during inspections were promptly issued in the form of “Inspection Recommendations,” and management discussions were held with individuals who performed inadequately to promote closed-loop management of issue rectification.
Strict Discipline Requirements, Building a Long-Term Mechanism.Safety production is both a “red line” and a “bottom line.” Leaders at all levels must resolutely overcome complacency and a sense of false security. The Discipline Inspection and Supervision Department will incorporate the implementation of safety production responsibilities into daily supervision priorities, holding accountable those who fail to rectify issues or are perfunctory; at the same time, they will promote the establishment of a regulatory system that is “horizontal to the edge and vertical to the bottom,” effectively safeguarding high-quality development of enterprises through effective supervision.
In the next step, the Discipline Inspection and Supervision Department of the mine will continue to strengthen the full-chain control of “supervision + rectification + follow-up review,” using strict discipline to build a safety production defense line, providing strong disciplinary guarantees for the stable and healthy development of the enterprise.
