Comprehensive Advancement of C-Level Maintenance at Sun Mountain Energy Company: Strengthening Safety and Quality to Ensure Stable Operations

On August 4, 2025, with the convening of the C-level maintenance kickoff meeting, Sun Mountain Energy Company fully initiated the C-level maintenance work. This C maintenance project and model are closely aligned with the operational results of the company’s inspection and maintenance system, focusing on key tasks to turn losses into profits. It strictly follows the principle of “mandatory repairs for A and B class equipment, and precision in repairs”. The C maintenance model adopts an “outsourcing + self-repair” approach, fully leveraging the role of the company’s daily maintenance team in this maintenance work, thereby minimizing C maintenance costs. During the maintenance process, the company adheres to a zero-tolerance attitude towards safety, ensuring strict collaboration among departments and advancing all tasks according to the maintenance task book, ensuring that safety, quality, and progress are controllable. This C maintenance involves 13 outsourcing units for C maintenance, technical transformation projects, electrical protection verification, and metal supervision inspections. Sun Mountain Energy Company has planned in advance, strictly controlling the “six checkpoints” for outsourced projects, establishing a “one enterprise, one file” management model, clarifying the business department as the responsible entity and the safety supervision department’s supervisory responsibilities, fully leveraging the safety assurance and supervision system, and strictly implementing safety responsibilities at all levels. During the maintenance period, the head of the equipment management department leads the team to participate in the pre-shift meetings of the maintenance project units, promptly issuing safety precautions, continuously enhancing safety production awareness, and avoiding safety risks. After each day’s maintenance work, a summary meeting is held to report on unsafe behaviors, assessment items, and high-risk operations for the next day. On-site, each professional inspector fulfills their safety responsibilities according to their specialties and areas, monitoring operational risks throughout to ensure that maintenance work is safe and controllable.

This C maintenance focuses on boiler anti-wear and anti-explosion inspections, valve internal leakage management, elimination of deferred defects, technical transformation projects, electrical protection verification, DCS performance testing, metal supervision rolling inspections, and the first scheduled inspection of #1 boiler. The maintenance scope includes 720 tasks, of which 216 are outsourced projects and over 500 are self-implemented projects, also involving 2 technical transformation projects, 2 steam user expansion projects, and 25 technical supervision projects. To ensure the quality of all maintenance work during C maintenance, a “2025 C Maintenance Task Book and Key Project Control List” was prepared before the maintenance work began, clarifying maintenance objectives, organizational structure, project tasks, and three-level acceptance responsibilities, focusing on process management, node management, and acceptance management of work processes, tightening the acceptance responsibilities after equipment repairs. For A and B class equipment, clear maintenance standards and verification points are established. This maintenance adheres to the principles of problem orientation, goal orientation, and result orientation, advancing maintenance quality control and laying a solid foundation for the long-term safe and stable operation of the unit.

During the C maintenance of the unit, to ensure the progress of C maintenance and fulfill the company’s commitment to timely steam supply, the maintenance projects are decomposed and controlled based on the unit’s operating conditions and user steam plans. The maintenance plan for #1 boiler is from August 4 to August 19, 2025, totaling 15 days; the maintenance plan for #1 unit and public systems is from August 12 to August 19, totaling 7 days; and the maintenance plan for #2 boiler is from August 20 to September 5, totaling 16 days. To ensure maintenance progress, the production department coordinates the handling of work tickets, safety measures, restoration, high and low voltage power operations, equipment system isolation, and trial operations, ensuring that the two tickets are correct for the smooth progress of unit maintenance. Daily summary meetings are held to promptly correct any lagging projects through personnel adjustments and process changes, ensuring progress on the schedule.
