Drone operators are required to obtain the corresponding pilot qualifications and licenses for their flight activities.In the following situations, drone operators are not required to obtain a driver’s license:

Do civil drones need to be registered?
Owners of civil drones must register their name, valid ID number, contact information, product model, product serial number, and usage purpose as required; organizations must register their name, unified social credit code, or organization code. After registration, a registration mark must be affixed to the civil drone.

Can I not register if I have a rebellious spirit and bought a civil drone?
According to the“Interim Provisions on the Safety Management of Civil Unmanned Aerial Vehicles in Sichuan Province”, if a drone manufacturer or owner engages in any of the following behaviors, they will be ordered by the public security organs to make corrections, and individuals may be fined up to 1000 yuan; for enterprises or organizations, fines may range from 1000 yuan to 30000 yuan.

What to do if a drone is transferred, damaged, scrapped, or lost?
In the event of sale, transfer, damage, scrapping, loss, or theft of a civil drone, the original owner must promptly cancel the original registration information. The new owner must register the information according to the previous provisions.

I bought a drone that yearns for freedom, can I let it fly freely?
The airspace for civil drones in the province is divided intocontrolled airspace,registered airspace, andself-flying airspace.
(1) Registered airspace and self-flying airspace are designated based on actual needs proposed by relevant departments of the provincial government and published to the public after approval by the airspace management department. Controlled airspace is all airspace except for registered and self-flying airspace.
(2) Civil drones flying in controlled airspace must legally submit flight area and flight plan applications to the flight control department and implement them after approval, flying under constant monitoring.
(3) Civil drones flying in registered airspace do not require flight area and flight plan approval but must comply with the management of the registered airspace manager.
(4) Civil drones flying in self-flying airspace do not require flight area and flight plan approval but must not exceed the limits specified for that airspace and must operate within the pilot’s visual range.
7In which airspace are civil drones not allowed to fly without approval?
(1) The unobstructed protection area along the runway centerline of civil airports within 10 kilometers on both sides, 20 kilometers outside the runway ends, and for military airports, 15 kilometers on both sides and 20 kilometers outside the runway ends;
(2) Military management areas, prisons, power plants, and their surrounding 100 meters;
(3) Railways and highways, ultra-high voltage transmission lines, and their surrounding 50 meters;
(4) Key control target areas such as large military, communication, and hazardous chemical production and storage;
(5) Temporary control areas announced by provincial and municipal governments.

What are the legal consequences of flying in no-fly zones without approval?
According to the“Interim Provisions on the Safety Management of Civil Unmanned Aerial Vehicles in Sichuan Province”, flying a civil drone that affects flight safety over airport unobstructed protection areas will result in a warning from the local public security organ; in severe cases, fines of 20,000 to 100,000 yuan will be imposed according to the “Civil Airport Management Regulations”.
9Can I modify a civil drone as I please since it’s not my favorite?Can I modify it freely?
It is prohibited to modify the flight hardware facilities of civil drones or change factory flight performance settings.
Violators will be ordered to correct by the public security organs,with fines for individuals ranging from 500 to 1000 yuan; for organizations, fines may range from 10,000 to 30,000 yuan.

What actions are prohibited when using civil drones?

Transporting or dropping explosive, toxic, radioactive, corrosive materials, or pathogens;

Invasion of personal privacy through secret photography;
(6)
Other behaviors explicitly prohibited by laws and regulations.

How to manage micro-drones with a maximum takeoff weight of <0.25kg?
Micro civil drones with a maximum takeoff weight of less than 0.25 kg do not need to be registered and are subject to the aforementioned regulations regarding airspace restrictions and related legal responsibilities.
