“The occurrence of this accident in my area of responsibility indicates that the implementation of production responsibilities is not sufficient, and the division of local regulatory responsibilities is not clear enough. In the future, I will take this as a lesson and earnestly implement the leadership responsibilities and regulatory responsibilities for production safety…” said a responsible leader from a county in Tieling City after being interviewed by the staff of the Municipal Commission for Discipline Inspection and Supervision.
In June of this year, a production safety accident occurred at a certain enterprise in Tieling City, resulting in one fatality. After the accident, the Municipal Government’s Discipline Inspection and Supervision Group participated in the entire investigation process based on the requirements of the Municipal Commission for Discipline Inspection and Supervision, investigating the violations of production safety responsibilities by local party committees, governments, relevant departments, and public officials.
During the investigation, the Discipline Inspection and Supervision Group established a timely information communication mechanism with the Municipal Emergency Management Bureau to dynamically grasp the situation of the accident investigation, investigate the issues of production safety responsibilities behind the accident, and assist the Municipal Emergency Management Bureau in analyzing the political, style, responsibility, risk, and abuse of power issues behind the accident, highlighting whether there are formalism and bureaucratism issues in the implementation of production safety work. At the same time, it urged the Emergency Management Bureau to conduct an in-depth analysis of the prominent issues existing in production safety accidents, resolutely prevent and curb the occurrence of accidents, and create a safe production environment.
Production safety is related to the safety of people’s lives and property and the overall stability of society. In recent years, the Municipal Government’s Discipline Inspection and Supervision Group has focused on the implementation of the major decision-making deployments of the Central Committee of the Communist Party of China regarding production safety and the work requirements of provincial and municipal committees, concentrating on local management responsibilities, direct regulatory responsibilities of industry authorities, and comprehensive regulatory responsibilities of safety supervision departments. They have comprehensively utilized methods such as open and secret investigations, individual interviews, on-site inspections, and follow-up investigations of production safety accidents to carry out embedded supervision.
Since 2021, the Discipline Inspection and Supervision Group has participated in 12 investigations of general production safety accidents that occurred in the city, holding accountable the departments and individuals responsible for supervision in 4 of these accidents. From the reasons for the accidents, it is mainly reflected in the unclear division of local regulatory responsibilities in some counties (cities) and districts, inadequate safety production inspections and publicity by local governments, blind spots and dead corners in enterprises’ implementation of safety production regulations, and the weak safety awareness of enterprise employees.
“In the next step, we will urge the Municipal Emergency Management Bureau to further strengthen the inspection and guidance of safety production responsibilities of the party committees, governments, and relevant departments in counties (cities) and districts, focusing on supervision in key areas such as inspection enforcement and accident investigation, and promote the solid implementation of a three-year special rectification action for production safety, aiming to prevent and resolve safety risks,” said the head of the Municipal Government’s Discipline Inspection and Supervision Group.
