Now, with the initiation of the 14th Five-Year Plan’s new development stage, especially with the release of Zhengzhou’s overall land space planning, Zhengzhou’s rail transit has undergone a new planning and adjustment based on the new urban town system. The future rail transit will mainly focus on the main city and sub-city, with the subway extending appropriately to three new urban areas, while the three outer suburbs will be connected by express lines. It is understood that in the future, Zhengzhou’s rail lines are expected to reach 32, with the overall rail direction and layout as shown in the figure below.

Today, we will discuss the new direction and changes of Metro Line 15, as this line has seen continuous changes in its construction rumors, extending to Dengfeng, and shifting from subway to express line. With the recent approval of the detailed planning for the southern area of the Headquarters Economic Industrial Park in Erqi District, Line 15 has once again come to the forefront. The planning area of the Headquarters Economic Industrial Park South is located in the southern part of Zhengzhou’s main urban area, belonging to Houzhai Township in Erqi District, adjacent to urban roads such as Dingsheng Avenue, Jinghu Road, Fangyi Road, Tiesan Guanmiao Street, Qinyun Road, South Fourth Ring Auxiliary Road, and Xingyuan Road, covering an area of 24.12 hectares, as shown in the figure below.

Although the rail transit lines involved in this detailed planning still follow the line scheme outlined in the “Zhengzhou Urban Rail Transit Network Planning Revision (2015-2050),” the alignment of Metro Line 15 along Dingsheng Avenue is basically consistent with the newly planned rail transit network’s direction in this area. Therefore, it is still necessary to seek the opinions of the relevant management departments of Zhengzhou’s rail transit regarding the control line range.
In fact, not long ago, the core area of Zhongyuan Science and Technology City and the Yunhu area received approval for their detailed planning, and the land use planning map (as shown in the figure below) indicates that Line 15 runs through Zhongyuan Science and Technology City and the Yunhu area, becoming a new rail transit line connecting multiple core areas.

Based on the above information, Ke’er believes that the new Line 15 is likely to become a rail line connecting the northeast and southwest areas of Zhengzhou, and with the acceleration of the construction of the Erqi business district, this line essentially links multiple core areas and major commercial nodes, with a general direction as shown in the figure below, for reference only.

Further ReadingThis year marks the starting point of the 14th Five-Year Plan construction. Due to the uncertainties in the international environment, the dual circulation development model will be the main approach in the coming period; steady development is the focus. Although the national approval for rail transit has been controlled, it is more targeted at newly approved cities.
Transportation is the lifeblood of a city, especially for national central cities, as transportation can reshape the urban pattern. Only when transportation planning meets the development needs of the new urban system can it better serve the people’s travel, industrial layout, and rapid economic operation. Therefore, from the perspective of the 14th Five-Year Plan, Zhengzhou, as the leader of the Central Plains urban agglomeration, requires a comprehensive transportation system and rail transit network, whether for the development needs of the Zhengzhou metropolitan area or for linking with the Luoyang metropolitan area.
Additionally, it is reported that the Xi’an Metro official website recently released a bidding announcement, which will initiate the preliminary research project for Metro Phase IV. The content shows that the bidding research will focus on the resource-sharing network plan, which is a professional network planning review document, consisting of 24 lines and 4 branches (including 12 approved lines, not counting the original airport intercity mileage), with a total scale of about 1226 kilometers, and the network is in a “checkerboard + ring + radial” shape, divided into urban rail transit and regional lines.
In fact, Ke’er wants to say that the “Zhengzhou Urban Comprehensive Transportation System Planning (2020-2035)” and the “Zhengzhou Urban Rail Transit Network Planning (2020-2035)” were completed last year. After modifications and improvements this year, they passed expert review. Therefore, at the appropriate time, suitable lines for Phase IV can be selected from the overall planning for further verification and submission.

Zhengzhou, as an emerging international central city, needs the support of rail transit.According to the State Council document No. 52 [2018], in principle, new construction planning approval work can only be carried out in the last year of this round of construction planning implementation or when the total investment of the planning project reaches over 70%.Next year, Zhengzhou’s rail construction may reach over 70%. Although there are constantly process planning drafts being released, there will still be some changes before the actual implementation plan is finalized. It is hoped that the Phase IV rail lines can be selected and planned for approval as soon as possible to meet the commuting needs of the main urban area, the leading development needs of core areas, and the integrated development needs of the Zhengzhou metropolitan area.
