To thoroughly implement General Secretary Xi Jinping’s important instructions on safety production and the spirit of the national safety production video conference, as well as the safety production deployment requirements from provincial, municipal, and district levels, and in accordance with the unified deployment of the Municipal Commission for Discipline Inspection and Supervision, the Chengbei District Commission for Discipline Inspection and Supervision focuses on safety production as a “national priority.” They fully leverage their supervisory role to ensure execution and promote development, concentrating time and resources to conduct special safety production supervision and inspections in key areas and industries. This ensures the implementation of decisions made by the central and provincial municipal district committees, fully safeguarding the lives and property of the people.
Enhance Political Positioning and Clarify Supervision and Inspection Objectives
The main leaders of the district’s Commission for Discipline Inspection and Supervision attach great importance to the special supervision and inspection work for safety production, promptly arranging and deploying tasks, designating responsible leaders to take charge, and coordinating the efforts of various supervisory inspection offices and dispatched disciplinary inspection teams. They established two inspection teams, organized special study meetings, and earnestly studied the important instructions from General Secretary Xi Jinping at the national safety production video conference, the Municipal Commission for Discipline Inspection’s “Notice on Conducting Special Supervision of Safety Production,” and the spirit of the second plenary meeting of the Chengbei District Safety Committee, further enhancing awareness and clarifying key supervision content, while making specific deployment requirements for the supervision and inspection work. A daily report system is implemented, with special supervision inspection situations reported to the Municipal Commission for Discipline Inspection and Supervision in a timely manner.
Focus on Key Areas and Proactively Conduct Supervision and Inspections
The two inspection teams are led by the deputy secretary and standing committee members of the district’s Commission for Discipline Inspection, collaborating with relevant industry regulatory departments. They adopt a method of not listening to reports, not following set routes, directly addressing the issues, and going straight to the front lines. They delve into key locations such as construction sites, supermarkets, shopping malls, and enterprises, closely monitoring work deployment, responsibility implementation, hazard identification, and system establishment. They rigorously supervise and guide, focusing on whether safety production publicity and education are in place, whether fire safety facilities are regularly checked, whether safety passages are cluttered, whether emergency exit signs are prominent, whether safety protection measures at construction sites are effectively guaranteed, whether duty and guard systems are implemented, and whether epidemic prevention measures are in place, among others. They urge enterprises to fulfill their primary responsibilities, tighten safety production awareness, and effectively eliminate risks and hazards at their inception. Meanwhile, inspection team members communicate with relevant personnel on-site to understand the daily supervision and inspection situations of regulatory departments and whether there are issues such as corruption, negligence, or misconduct among staff in law enforcement work. The disciplinary commissions of various towns (streets) closely monitor key areas of safety production and simultaneously carry out special supervision and inspection work.
Adhere to Problem Orientation and Strengthen the Safety Production Responsibility Chain
According to the requirements of the second plenary meeting of the district safety committee, all departments and units in the district must focus on key areas such as road traffic, hazardous chemicals, urban gas, crowded places, and fire safety in self-built rural houses, strengthening hazard identification to resolutely curb various major production safety accidents and fires. The district’s Commission for Discipline Inspection and Supervision adheres to the responsibility of “supervision over supervision,” making the implementation of safety production responsibilities an important aspect of political supervision. They closely monitor the regulatory responsibilities of various industry authorities, adopting a problem-oriented approach, going deep into the front lines, conducting embedded supervision, and focusing on checking whether there are issues such as inadequate hazard identification, incomplete rectification, unfulfilled responsibilities, and shirking of responsibilities or falsification in the safety production field. They apply strong supervision to tighten and solidify regulatory responsibilities. For issues found during inspections, such as clutter in fire safety passages, unclear exit signs, and unpaved non-slip mats in aquatic areas in some supermarkets, they provide on-site feedback, urging industry authorities to ensure rectification and timely conduct “follow-up checks” to ensure that rectifications are effectively implemented.
