On the afternoon of March 26, 2025, the 2025 Annual Academic Committee Meeting of the Key Laboratory for Safety and Reliability Assessment of Industrial Control Systems (hereinafter referred to as the “Key Laboratory”) was grandly held in Beijing.

The meeting was jointly organized by the China Electronics Information Industry Development Research Institute and China Huadian Corporation Science and Technology Group Co., Ltd. The meeting was attended by Qian Feng, Director of the Laboratory Academic Committee and Academician of the Chinese Academy of Engineering; Zhu Min, Director of the Laboratory and Vice President of the China Electronics Information Industry Development Research Institute; Zhang Yulong, Deputy Director of the Science and Digitalization Department of China Huadian Group Co., Ltd.; and Sun Linfu, Chief Professor of Southwest Jiaotong University and Leader of the Expert Group for the National Key R&D Program “Industrial Software”. The meeting was hosted by Zhai Yanfen, Deputy Director of the China Software Testing Center, with over a hundred representatives from the academic committee of the Key Laboratory, industry joint laboratories, working group member units, research institutes, industry users, and leading enterprises attending.

Peng Gangping, Secretary of the Party Committee and Chairman of China Huadian Corporation Science and Technology Group Co., Ltd., delivered a speech stating that the deep integration of AI technology and industrial software is a major issue in breaking the efficiency bottleneck and safety dilemma of the entire energy production, transmission, and consumption chain. Huadian Science and Technology will adhere to serving national strategies, focusing on the high-quality development needs of the industry, concentrating on key core technology breakthroughs, enhancing innovation leadership capabilities, and cultivating innovative talent teams, continuously stimulating innovation and creativity, and contributing “Huadian Science and Technology strength” to the transformation and upgrading of the energy industry.

Laboratory Director and Vice President of the China Electronics Information Industry Development Research Institute Zhu Min stated in his speech that in recent years, artificial intelligence has become an important engine for the development of new productive forces. Industrial control systems are facing significant changes such as flattening architecture, open ecosystems, and intelligent technologies, which urgently require a comprehensive promotion from a global perspective and strategic height. The next step for the laboratory will be to focus on national major strategic needs and the requirements of new industrialization development, continue to strengthen the construction and management of the Key Laboratory, and comprehensively enhance the laboratory’s strategic support and industrial innovation service capabilities.

Sun Linfu, Chief Professor of Southwest Jiaotong University and Leader of the Expert Group for the National Key R&D Program “Industrial Software”, delivered a keynote report titled “Innovation of Industrial Software and Industrial Digital Transformation”, providing a detailed interpretation of the systematic innovation development process of industrial software, proposing advanced production models based on industrial interconnection and industrial intelligence, and sharing typical application cases in key industries such as high-end nuclear medicine equipment.

To promote the laboratory’s innovative research in the industry, a supplementary appointment ceremony for academic committee members was held concurrently, appointing Professor Sun Linfu as the Deputy Director of the Academic Committee and appointing Xi Kewai, Zhu Ming, Wang Huali, Liu Xuezhong, Yu Kang, and Mao Xidao as academic committee members.

Yang Xuezhi, Executive Deputy Director of the Laboratory and General Manager of the Industrial Control System Research and Evaluation Division of the China Electronics Information Industry Development Research Institute, presented the “2024 Annual Work Report and 2025 Work Plan of the Laboratory”, while Yu Kang, Chairman of Guoneng Xinkong Technology Co., Ltd., presented the “Work Report of the Wind Power Industry Joint Laboratory”, and Zhou Haixiang, General Manager of the State Nuclear Instrumentation System Engineering Company, presented the “Work Report of the Nuclear Energy Industry Joint Laboratory”.

During the meeting, five units including CCID Research Institute, China Huadian, State Nuclear Instrumentation, Guoneng Xinkong, and China Nuclear Control jointly initiated the establishment of the “New Power Industrial Control Working Group”. This group will focus on the power industry, conduct research on major common and industrial common technologies, promote the formation of an industrial closed loop of “demand-technology-product-application”, and jointly build a pilot verification environment for industrial operating systems, creating a full-chain service system covering concept verification to industrialization. Jing Hailin, Secretary of the Party Committee and Chairman of Nanjing Automation Co., Ltd., reported on the work ideas and plans under the title “Planning the New Power Industrial Control System and Building an Innovation Consortium of Central Enterprises”.

At the end of the meeting, Academician Qian Feng delivered a concluding speech, highly affirming the work and research achievements of the Key Laboratory. He urged the laboratory to proactively align with national development strategies and major safety needs, deeply integrate the development trends of new technologies such as artificial intelligence into the laboratory’s innovative research, focus on the laboratory’s positioning, actively explore and research major technical issues, and work together with all parties in industry, academia, and research to achieve rapid two-way contact between upstream and downstream of the industry, making new and greater contributions to accelerate the high-quality development of China’s industrial control systems.
