Shizuishan City: Enhancing Elderly Care Services with Embedded Services as the Core

In recent years, the Civil Affairs Bureau has accelerated the establishment of an elderly care service network, optimizing a supply structure based on home care, supported by community resources, professional institutions, and integrated medical and nursing services. This promotes the development of embedded elderly care services,continuouslyenhancing capabilities in professional care, daytime care, rehabilitation, and nursing services, thereby improving the sense of gain, happiness, and security for the elderly.

(1) Strengthening Planning and Coordinationto Optimize Resource Allocation.In-depth research on the development of the aging industry and the construction of the elderly care service system during the 14th Five-Year Plan period has been conducted, comprehensively assessing the operational status of elderly care facilities in the city. Suggestions for adjustments have been made regarding facilities that need to be“newly built, renovated, merged, or closed,”to comprehensively optimize the layout of elderly care facilities. Efforts are being made to address the shortcomings in elderly care facilities, with funding of19.57 million yuan allocated to implement3rural mutual aidelderly care home renovation projects and5rural dining tables,4projects for the establishment of the Saishang Happy University. The Dawukou District combines the renovation of public areas in communities with the home adaptation for the elderly, completing4demonstration community renovations to improve the living environment for the elderly. Currently, there are a total of325elderly care facilities such as dining tables and community daytime care centers in the city, encouraging and supporting social forces to participate in the operation of various elderly care facilities.

(2) Promoting Multi-functional Embedding,Facilitating Service Integration.Relying on community elderly care service facilities, active exploration has led to the establishment of the Dawukou District Chaoyang Street Comprehensive Elderly Care Service Center, providing services including daycare and short-term care for31elderly individuals.The Dawukou District Medical and Nursing Service Center collaborates with community health service centers, rehabilitation departments, and geriatric departments to provide all-day boarding and temporary care services, developing scientific and reasonable rehabilitation and health management plans for elderly individuals with disabilities or dementia, achieving continuous and effective intervention.The Huinong District Chuanxuan Nursing Home has innovatively launched a “respite service,”providing at least30days of short-term free care annually for elderly individuals from low-income or difficult families aged 60 and above, extending professional services to families.The municipal and county (district) civil affairs bureaus introduce professional social forces through public-private partnerships and service purchases, operating home and community elderly care service facilities, providing home visits, emergency rescue, cultural activities, and other elderly care services to28,000people.

(3) Strengthening Multi-entity Embedding,Expanding the Supply Structure.Implementing the Shizuishan City “Smart Elderly Care” service enhancement action, optimizing the smart health elderly care service information platform, categorizing elderly individuals aged 60 and above, focusing on their most urgent needs for medical assistance, nursing, and meal support, and formulating a list of9major service items. Through the principle of“family top-up + government subsidy,”the funding sources for elderly care services are broadened, encouraging market participation, and publicly selecting19various service organizations to conduct home elderly care services and meal assistance for6,000plus cases. Supporting the development of “Silver Age Mutual Aid” volunteer service organizations encourages younger, healthy elderly individuals to provide mutual aid services for older, disabled, or solitary elderly individuals, recruiting retirees with various specialties to conduct special classroom activities.Innovatively adopting the “Rural Elderly Care Service Fair” model, this year,82events have been held to provide professional and inclusive mobile elderly care services for rural left-behind, solitary, empty-nest, disabled, and semi-disabled elderly individuals, addressing the shortcomings in rural elderly care services.

(4) Increasing Talent Development Efforts to Improve Service Quality.With the goal of promoting the professionalization and vocational development of elderly care service personnel, a smart elderly care nursing training center is being established,incorporating elderly care workers, health managers, and other skilled personnel into the list of urgently needed professions. Nursing and rehabilitation therapy programs are set up at Ningxia Health and Technology Vocational College, and the Shizuishan City Smart Elderly Care Nursing Training Center is being built, providing annual training for elderly care management and nursing personnel.For five consecutive years, city-wide training for elderly care workers has been organized, training1,197elderly care management and nursing personnel.Developing a micro-course platform for nursing, inviting nationally renowned elderly care experts and professors to teach, conducting training in professional quality, daily care, psychological counseling, rehabilitation services, and technical nursing, overall improving the quality standards and professional level of elderly care services, providing talent support for the high-quality development of the elderly care industry.
