Luqian County: Implementing Embedded Supervision to Safeguard Rice Industry Development

“How many acres of soft fragrant rice did you plant this year? Have the relevant agricultural subsidies been received? Was the technical guidance timely?” Cuihua Town in Luqian Yi Autonomous County is a well-known area for planting soft fragrant rice, which is highly favored in the market. Recently, the discipline inspection and supervision cadres of Luqian County conducted in-depth supervision and inspection at the soft fragrant rice planting base in Hongshiyan Village, focusing on the development of characteristic industries and the work style of officials, to build a strong disciplinary barrier for the development of the soft fragrant rice industry.

Developing industries is an essential path for rural revitalization. In recent years, the Luqian County Commission for Discipline Inspection and Supervision has targeted the pain points and difficulties in the production and operation of the soft fragrant rice industry, deeply engaging with agricultural departments and relevant towns (streets), closely monitoring agricultural supply guarantees, subsidy disbursement, implementation of agricultural policies, and high-standard farmland construction, conducting embedded supervision to promote accountability among relevant responsible departments, and fully ensuring the stability and increase of soft fragrant rice production and farmers’ income.

To solidify the foundation for agricultural industry development, the Luqian County Commission for Discipline Inspection and Supervision has formulated a supervision and inspection work plan, integrating supervisory forces at the county, town, and village levels. They have innovatively established a supervision model of “regional cooperation + town discipline inspection + village supervision committee,” using methods such as on-site visits, face-to-face discussions with farmers, and holding symposiums to gain a deep understanding of the use of funds, technical service guarantees, and the operation of mechanisms linking farmers and agriculture in the development of the soft fragrant rice industry, tightening the responsibilities of local towns and relevant functional departments, and urging them to provide services that are closer to farmers and enterprises.

Previously, upon learning that some farmers lacked experience and guidance when planting new varieties of rice, the discipline inspection and supervision team stationed at the Luqian County People’s Court urged the County Agricultural and Rural Bureau to assist farmers in solving technical problems and strengthen technical support for growers and enterprises, ensuring the first line of technical support for soft fragrant rice planting. “This year we switched to the new variety ‘Yunjiang 46’, and we were worried that our planting techniques wouldn’t keep up. Unexpectedly, after reflecting to the discipline inspection comrades, experts quickly came to provide us with technical guidance, and now we feel much more at ease,” said Dong Ronghua, a farmer from Hongshiyan Village in Cuihua Town.

At the same time, the Luqian County discipline inspection and supervision agency has listed high-standard farmland construction as a key supervision content, focusing on key aspects such as the quantity, quality, and ecological protection of arable land, closely monitoring project construction, fund management, and effectiveness of use, promoting accountability, identifying problems, and ensuring implementation, thereby effectively supervising relevant functional departments to build, manage, and utilize high-standard farmland, making it truly a “wealth-generating field” for farmers. As of now, Luqian County has planted over 6,700 acres of high-quality rice, including more than 410 acres of demonstration fields for “Cuihua Soft Fragrant Rice” created by the Luqian Hongyan Planting Professional Cooperative, with a stable yield of 650 kilograms per acre, expected to increase the annual income of 160 households by 2.1 million yuan.

Today, the contiguous soft fragrant rice fields in Cuihua Basin spread like a green silk ribbon across the mountains. In the fields, farmers occasionally bend down to carefully observe the growth of the rice seedlings, their expressions filled with anticipation. The rice seedlings shine brightly under the sunlight, painting a vivid picture of rural revitalization.

In the next step, the Luqian County discipline inspection and supervision agency will continue to work in coordination from top to bottom, further identifying the intersection and focal points of service support for rural revitalization and discipline inspection and supervision work, promoting the quality and efficiency of the soft fragrant rice industry in Luqian County.
