Qualcomm officially released the Snapdragon 215 processor yesterday. As part of the 2 series platform, it is somewhat regrettable that it wasn’t named 211. 
As for the specifications, they are predictable… it is even inferior to the Snapdragon 425. 
In terms of core specifications, the Snapdragon 215 uses a 28nm process; the CPU is a quad-core ARM Cortex-A53 64-bit architecture with a clock speed of 1.3GHz. Officially, it claims a 50% performance improvement over the previous generation Snapdragon 210; the GPU is Adreno 308, which is also claimed to have a 28% improvement in gaming performance (the same GPU as the Snapdragon 425).
In detail, the Snapdragon 215 supports dual cameras up to 13MP; a screen resolution of 1560*720; and “incredible power efficiency: over 5 days of music playback, more than 20 hours of voice calls, and over 10 hours of video playback,” etc. As for its positioning, the official statement claims that the Snapdragon 215 is aimed at low-end devices priced between $70 and $120 (approximately 482-826 RMB)
The first terminals will be available in the second half of the year.
Qualcomm has now squeezed its technology into budget phones. 
However, if I remember correctly, most budget SoCs are currently from MediaTek.
