If Wall-E and Eve from Pixar’s animated film “WALL-E” had a child, it might look quite similar to Smokey and Turbo—these two white service robots are equipped with tracked wheels and have a pair of large blue eyes that not only light up to form a smile but can even change to a heart shape.
If you point a camera at them, they will tilt their heads as if posing for the shot.
These two robots, along with four similar robots, are the latest initiative by Irvine to ensure that its extensive network of curb ramps, sidewalks, and pathways complies with the requirements of the Americans with Disabilities Act.

Since late August, Irvine has begun deploying sensor robots developed by Oregon-based Daxbot to scan for pavement cracks, excessively steep slopes, and other accessibility barriers. The data they collect will be entered into Irvine’s ADA self-assessment system, and officials state that this evaluation will provide planning guidance for future infrastructure upgrades.
Irvine currently maintains over 9,000 curb ramps, nearly 1,000 miles of sidewalks, and dozens of parks and public buildings. City spokesperson Linda Fontes noted that ensuring all these facilities meet accessibility requirements is no easy task. Compared to sending staff with clipboards for on-site inspections, robots can complete ground inspections more quickly and consistently.
She stated, “Data collection efficiency can be up to five times higher than traditional methods. The collected field data can be analyzed in-depth in the office without staff needing to visit the site multiple times.”
Irvine has contracted with Bureau Veritas, a French international inspection group, to operate this project in collaboration with Daxbot. Currently, three robots are in operation in Irvine, with plans to expand the fleet to six. These robots will start inspections in the southern area and gradually extend north over the coming months.

Andy Craig, project manager at Daxbot, stated that these robots operate on city streets during weekdays, and their locations can be tracked in real-time; if any technical issues arise, nearby on-site technicians will intervene promptly.
Each inspection robot is about the size of a small refrigerator and weighs 150 pounds—most of the weight comes from a battery that can sustain operation for 12 hours. Craig noted that the design of these robots ensures they move cautiously within the community.
“When the robot assesses a section of sidewalk, its onboard AI system actively identifies wheelchair users and pedestrians. Once someone approaches, the robot will immediately stop and alert the human operator,” Craig explained. “The operator will then take control to ensure the robot avoids the path of travel.”
These robots can move along pre-determined routes and also have a “search and locate” function, allowing them to autonomously find the location of pathways if needed. Craig mentioned that in Irvine’s inspection work, the robots’ routes are mostly pre-set.
The robots scan various details that affect accessibility, including height differences that could cause tripping, slope, pathway width, clearance height of low spaces, and obstacles. For curb ramps, the robots measure slope, length, width, platform space, and whether warning tactile surfaces are installed.
Craig stated that the speed and accuracy of data collection by the robots far exceed that of humans. A human team would take “at least twice as long” to complete the same work.
He added, “Moreover, the amount of data collected manually would be much less. If done manually, staff would need to carry tools like levels and bend down to place equipment on the ground for measurements. Another significant advantage of the robots is that they collect data every centimeter, while human teams typically only measure each tile once.”
Vu Tran, the municipal civil engineer overseeing the project, added that manual inspections typically measure every 10 feet, which could easily miss problem points; obtaining more detailed data would “significantly extend the project timeline.”
The project is not inexpensive: the inspection of sidewalks, curb ramps, and pathways alone costs about $600,000, but Fontes stated that this is still less than the cost of traditional manual inspections. Additionally, the city has set aside $320,000 for on-site manual inspections of public buildings and parks.
Regarding residents’ concerns about privacy, Fontes clarified that the robots do not collect facial or license plate information.
She said, “The robots will only capture images of the hard surfaces being assessed and will not collect or record facial images or license plate numbers.”

He stated, “We are always looking for more efficient ways to work. This pilot project allows us to utilize modern technology while adding a bit of fun to the process, ensuring that Irvine continues to meet the standards of the Americans with Disabilities Act while staying at the forefront of innovation.”
Fontes revealed that the robots are expected to complete their inspections in about six months. Afterward, staff will evaluate the inspection results and submit a report to the city council. Repair and upgrade projects will be incorporated into the city’s capital improvement plan for advancement.
