
In order to implement the “Hunan Province Advanced Manufacturing Promotion Regulations” and the “Several Policy Measures for Financial Support for Enterprise Technological Innovation in Hunan Province”, and to promote the accelerated breakthrough of key core technologies in our province’s integrated circuit enterprises, enhancing product R&D and industrialization capabilities, the Provincial Department of Industry and Information Technology has formulated the “Management Measures for the First Round of Chip Verification for Integrated Circuit Enterprises in Hunan Province” (hereinafter referred to as the “Management Measures”). The relevant content is interpreted as follows.
1. Background
General Secretary Xi Jinping has repeatedly emphasized the importance of the development of the integrated circuit industry, pointing out the need to focus on key areas and weak links in the construction of a modern industrial system, to increase technological R&D efforts to address bottlenecks such as integrated circuits, and to provide technological support to ensure the autonomy, safety, and controllability of important industrial and supply chains.The Ministry of Industry and Information Technology and other national ministries have deeply implemented the decisions and deployments of the Party Central Committee and the State Council, establishing a “big fund” for integrated circuits to promote breakthroughs in the integrated circuit industry.The “Hunan Province Advanced Manufacturing Promotion Regulations” clearly state that“a support mechanism for R&D, application encouragement, and risk compensation should be established to support key enterprises, projects, and products in the fields of basic components, basic software, basic materials, basic processes, and industrial technology foundations.” Promoting the high-quality development of the integrated circuit design industry in our province is of positive significance for the layout of new productive forces in our province and enhancing the resilience and safety level of the industrial and supply chains. Therefore, we have formulated these “Management Measures” based on the relevant requirements of national and provincial documents and by referencing the relevant recognition regulations of other provinces.
2. Main Content
The “Management Measures” consists of four chapters and 16 articles.
The first chapter is the general provisions, with 4 articles. It clarifies the basis for the formulation of the “Management Measures”, definitions of terms, and organizational implementation. “Engineering products” refer to integrated circuit products that have undergone full mask (Full Mask) verification and meet design requirements, which can be provided to integrated circuit system manufacturers for chip performance testing and application. “First round of chip verification” refers to the first signing of a verification contract with an integrated circuit manufacturing enterprise and the completion of verification, excluding batch verification after formal mass production.
The second chapter covers the scope of recognition and application conditions, with 3 articles. It stipulates the scope of recognition for the first round of chip verification of engineering products, the conditions that applying enterprises must meet, and the conditions that engineering products must meet for the first round of chip verification.
The third chapter covers the application and recognition procedures, with 8 articles. First, it clarifies the requirements for application materials. Second, it clarifies that the application recognition process mainly includes self-application by enterprises, preliminary review by municipal and provincial industry and information technology bureaus, expert review organized by the provincial industry and information technology department, public announcement, and publication steps. Third, it clarifies the support methods for recognition results and the accountability for violations.
The fourth chapter is the supplementary provisions, with 1 article. According to the requirements of general normative documents, it clarifies that the “Management Measures” are valid for five years.
