IECEE Certification: is mainly for electronic products such as information technology devices and communication products. Products that fall under the mandatory list of Saudi IECEE certification must undergo IECEE certification, which can be determined by checking the customs code.
GCC Certification and IECEE Certification have different regulatory lists
Gulf GCC Certification Regulatory List:
1. Household electric fans;
2. Household freezers and other refrigeration equipment (volume ≤ 30 cubic feet);
3. Household washing machines, centrifugal clothes dryers (washing/drying capacity ≤ 12 kg);
4. Food grinders, blenders, juicers;
5. Toasters;
6. Hairdressing tools such as hair dryers and hand dryers;
7. Household electric heating devices (e.g., soil heaters);
8. Microwave ovens;
9. Electric rice cookers, hot plates, heating rings, barbecues, ovens, and other electric cooking appliances;

Saudi IECEE Certification Regulatory List:
1. Household appliances: such as electric kettles, specific to the latest customs code classification.
2. Industrial electrical equipment: such as transformers, motors, cables, chemical equipment, batteries, lighting fixtures, fans, automation control devices, engines, etc.
3. Information and communication devices: such as telephones, mobile phones, computers, televisions, network devices, cameras, monitors, etc.
4. Medical devices: such as blood pressure monitors, blood glucose meters, electronic thermometers, sleep apnea machines, electrocardiograms, etc.
5. Mobile devices and accessories: mobile phones, cordless phones, chargers, wireless chargers, charging cables, car chargers, wireless microphones, etc.
6. Batteries: mobile phone batteries, power banks, lithium batteries, nickel-hydrogen batteries, etc.
7. Laptops, tablets, and accessories.
8. Smartwatches, smart bands, and other wearable devices.

There are differences in application materials for GCC and IECEE certifications
Application materials for Gulf GCC certification for low voltage products:
① Complete certification application form;
② Manufacturer’s Declaration of Conformity (DoC);
③ Manufacturer’s risk assessment report;
④ Manufacturer and factory business licenses;
⑤ Brand registration proof or trademark authorization documents (if applicable);
⑥ Product technical documents (including product photos, nameplates, packaging diagrams, manuals, exploded views, circuit diagrams, etc.);
⑦ Third-party testing reports (must comply with low voltage electrical safety and EMC standards);
⑧ Product photos (with GCC QR code).
Application materials for Saudi IECEE certification:
① Business licenses of the manufacturer and importer;
② Arabic and English manuals;
③ Nameplate;
④ Customs code;
⑤ CB report and certificate (valid for three years, report must include Saudi deviations);
⑥ GSO website account and password;
⑦ Product photos;
⑧ Application form: importer DOC and manufacturer DOC documents.
Applying for Saudi SABER Certification
Whether your product is applying for GCC certification or IECEE certification, you also need to complete the final product certificate (PC) and shipment certificate (SC) application through the official Saudi SABER certification platform before exporting to Saudi Arabia.
The Saudi SABER certification mainly consists of two steps:
1. PC Certificate (Product Certificate): You need to apply in the SABER system using existing GCC or IECEE certificates or other conformity proofs, with a validity period of usually one year.
2. SC Certificate (Shipment Certificate): Before each batch of goods is shipped, a separate SC certificate must be applied for that batch using a valid PC certificate for customs clearance.
