This is also an installation tool, which has been set up. You should be able to see it from the start menu, but the built-in IDE for Python is really not user-friendly. I suggest that since this is already successfully installed, you do not need to open it again.
What you need to do next is install a Python IDE, like PyCharm or VS Code, so go ahead and install PyCharm.
