According to a recent report by the Daily Economic News, multiple consumers have complained on various platforms that the shutdown of 3G base stations has led to limitations in vehicle networking functions. Additionally, numerous complaints regarding “3G base station shutdown causing vehicle networking limitations” have been found on platforms such as Chezhuwang and Black Cat Complaints. Among them, searching for the keyword “vehicle unable to connect to the internet” on Chezhuwang revealed over 6000 complaint incidents.

In response, the official customer service of a certain car manufacturer stated: “Due to the country’s acceleration of 4G/5G network construction, some 3G base stations have been removed in certain areas, resulting in vehicles equipped with 3G network T-boxes (Telematics Box) being unable to function normally.” They also indicated that since the vehicles equipped with 3G network T-boxes have already exceeded their warranty period, it is not considered a quality issue, and thus consumers need to bear the costs for resolution.

In this regard, Wu Jinsong, a lawyer at Shanghai Duan and Duan Law Firm, stated in an interview: “This situation primarily depends on whether the purchase contract signed between the consumer and the car manufacturer contains relevant clauses. If the purchase contract explicitly states that the vehicle networking service relies on the 3G network and mentions that future technological upgrades may affect related functions, the manufacturer’s liability may be lighter; conversely, if the risks associated with network dependency were not adequately disclosed to the consumer, the manufacturer may be held liable for failing to fulfill their duty to inform the consumer.”
