The Suzhou Industrial Park Semiconductor Packaging and Testing Technology Public Training Base (hereinafter referred to as “the Base”) is located by the picturesque Dongsha Lake and was officially completed and put into use in 2022. The Base, relying on the Samsung Semiconductor Party Committee, continuously carries out high-skill competitions, corporate skill level certifications, and social evaluations, forming a new industry evaluation paradigm of “standard guidance, resource sharing, and joint talent cultivation.”

In terms of cultivating top skilled talents, the Base adheres to a dual approach of internal and external initiatives with precise strategies. As one of the first pilot units for the evaluation and appointment of special-level technicians in Jiangsu Province, the Base successfully evaluated and appointed 10 special-level technicians, opening up career development pathways for internal top talents and establishing a benchmark for the value of skill achievements. Through the demonstration and leading effect of special-level technicians, it has effectively promoted the overall leap of the high-skilled talent echelon in the industry and the forging of top craftsmen.
At the same time, the Base fully utilizes the educational function of skill competitions, hosting the high-skill competition in the park for two consecutive years, focusing on “Semiconductor Discrete Devices and Integrated Circuit Assembly,” attracting over 270 industry elites to compete on the same stage. The competition not only provides a professional platform for skilled talents to showcase their skills and exchange ideas but also cultivates a spirit of excellence in practice, achieving the good effect of “promoting training through competition and nurturing talents through competition.”

The Base, as the first third-party organization for vocational skill certification and a three-star evaluation institution open to the public in the park, is based on the characteristics of the semiconductor industry and continuously expands the range of evaluated occupations, constructing diversified development paths for practitioners. As of May 2025, it has provided evaluation services for 10 occupations (types), including draftsman, computer programmer, and electrician, to 1,286 social personnel, offering precise and professional skill level certifications to meet the skill talent evaluation needs of the semiconductor integrated circuit industry and application fields.

In terms of building the evaluation system, the Base has established a regular training mechanism for evaluators, holding professional training classes annually. Currently, it has trained and delivered over 150 evaluation experts for the city, providing strong support for improving the quality of regional skill evaluations.

Technical resource development is a fundamental support for skill talent evaluation and a key link in vocational qualification reform, playing an important role in improving the diversified evaluation system, establishing a fair evaluation orientation, and promoting the professional growth of skilled talents.
The Base has always prioritized the development of technical resources as a key task. In 2023, it organized 4 corporate experts and 6 university experts to complete the development of a question bank for the “Semiconductor Discrete Devices and Integrated Circuit Assembly Worker (Semiconductor Discrete Devices and Integrated Circuit Bonding Worker)” from level 5 to level 3. In 2024, to adapt to the needs of industrial development and technological change, the Base will also lead the development of a question bank for the “Semiconductor Chip Manufacturing Worker (Electronic Vacuum Coating Worker)” from level 5 to level 3, providing solid resource support for the training of skilled talents in the semiconductor industry.

The Suzhou Industrial Park Semiconductor Packaging and Testing Technology Public Training Base will continue to deepen the innovative practice of cultivating top talents, constructing a social evaluation system, and developing technical resources in a three-in-one approach, empowering the high-quality development of regional industries through the collaborative development of the entire chain of “cultivation-evaluation-application.”
