Real-Time Tracking and Monitoring! Sichuan’s Self-Developed Emergency Rescue Dispatch Platform Completed

On May 21, the Provincial Surveying and Mapping Geographic Information Bureau announced that our province’s self-developed “Beidou-based Emergency Rescue Dispatch Platform” has been completed and is being demonstrated in Panzhihua City. Through traditional ground communication networks and Beidou satellites, it can achieve real-time tracking and monitoring of emergency rescue personnel, vehicles, and material dispatch.

In recent years, our province has frequently experienced natural disasters, public safety incidents, and public health emergencies, resulting in significant human and economic losses. It is urgent to enhance our province’s emergency rescue and command dispatch capabilities and strengthen technical support for emergency response to sudden public events.

The project for the construction of the “Beidou-based Emergency Rescue Dispatch Platform,” undertaken by the Sichuan First Surveying Engineering Institute, has passed the acceptance review by an expert group. The acceptance expert group consists of experts from the Provincial Surveying and Mapping Geographic Information Bureau, the Surveying Technology Service Center of the Provincial Surveying and Mapping Geographic Information Bureau, the Panzhihua Geographic Information Center, as well as Southwest Jiaotong University and Sichuan Normal University. After inquiries and discussions, the expert group unanimously agreed that the project was completed satisfactorily, with broad application prospects, and overall reached a leading level in the country.

A relevant technical person in charge of the institute introduced that the “Beidou-based Emergency Rescue Dispatch Platform” project is built around the actual needs of emergency disaster relief, establishing a universal emergency dispatch database system for the entire province. The platform mainly includes three parts: the emergency dispatch management system, the mobile terminal application system, and the emergency data collection system. It has selected Panzhihua urban area to carry out typical demonstration applications for emergency rescue, achieving high-precision real-time monitoring, dispatch, and management of emergency rescue personnel, vehicles, and materials under both traditional ground communication networks and Beidou short message communication conditions. This platform can be widely applied in emergency management departments at all levels of government, enhancing our province’s emergency rescue and command dispatch capabilities in natural disasters, public safety incidents, and public health emergencies.
