In September 2020, the Science and Technology Commission of Shanghai Municipality (Shanghai Administration of Foreign Experts Affairs) issued the “Notice on Supporting Foreign Talents and Team Members to Apply for Work Permits during the Entrepreneurial Period”, leading the nation in allowing foreign talents and R&D teams during the incubation period to apply for work permits for foreigners to come to China through entrepreneurial carriers such as parks, incubators, mass entrepreneurship spaces, functional platforms, and so on. This new policy, which supports innovative and entrepreneurial foreign talents and team members in applying for work permits to come to China during the entrepreneurial period, is a Shanghai characteristic initiative. To help relevant entrepreneurial carriers and foreign talents better understand how to operate in practice, a “Guideline for Supporting Foreign Talents and Team Members to Apply for Work Permits during the Entrepreneurial Period” (Trial) was released, along with a trilingual illustrated guide in Chinese, English, and Japanese.

How did the first work permit come out during the start-up period?
On December 24, 2020, two Japanese entrepreneurs, Kazuzawa Kurosawa and Hiroshi Osaka, who came to Shanghai to start a business, were awarded the first batch of “foreigner work permits” issued to foreign entrepreneurs in Pudong, Shanghai, as overseas talents introduced by Shanghai CTJungle Incubator. The issuance of the first permit broke the limitation that foreign talents could not apply for work permits without an employing entity, creating a more convenient environment for Shanghai and Pudong to attract global talent. It is reported that benefiting from this policy, the two foreign entrepreneurs have successfully registered their company, and the application entity for the foreign work permit has shifted from the incubator to the newly established company.

Which incubator issued the first work permit during the startup period?
The CTJungle Incubator, based in Zhang Jiang, focuses on integrated circuits and artificial intelligence. According to the “2023 Global Unicorn List” released by Hurun, three Shanghai unicorn companies, Metax Tech, SemiDrive, and Zongmu Tech, all “graduated” from this incubator.
