Developing smart agriculture is a necessary path for China to transition from a major agricultural country to a strong agricultural country. In recent years, the country has placed great emphasis on the development of smart agriculture, introducing a series of policies and industrial plans aimed at promoting the deep integration of digital technology with agricultural production, operation, and management.
Shenzhen Bay Area is an important industrial cluster and innovation source in China, which has not only given birth to numerous innovative technologies that impact the industry but has also gathered a large number of innovative enterprise resources and achievements, effectively promoting the collaboration of the industrial innovation chain, factor chain, and value chain, and has been included in the construction plan of the “Comprehensive National Science Innovation Center”.
Yangling Demonstration Zone, known as “China Agricultural Science City”, is the first national agricultural high-tech industrial demonstration zone in China, the only agricultural specialty free trade zone in the China Free Trade Pilot Zone, and also the venue for one of the four major science and technology exhibitions supported by the Chinese government, the “Agricultural High-tech Expo”. The zone boasts two renowned brands, “Yangling Agricultural Science” and “Yangling Agricultural High-tech Expo”, with a combined brand value of over 160 billion yuan, ranking among the top in the country.
Recently, Yangling Demonstration Zone, representing the forefront of agricultural innovation and technological innovation in China, and Shenzhen Bay Area successfully held the Yangling Demonstration Zone (Shenzhen) Smart Agriculture Industry Investment Symposium, aiming to promote deep cooperation between the demonstration zone and innovative enterprises in Shenzhen’s smart agriculture sector, expand the demonstration zone’s external influence, attract more high-tech enterprises to engage in smart agriculture, and promote the modernization of agriculture in China.

1. Gathering Development Advantages, Yangling Seizes the High Ground of Agricultural Technology
Developing modern agriculture is the positioning of Yangling’s national team, and smart agriculture is the only way for modern agricultural development. In the first half of the meeting, various units in the Yangling Demonstration Zone provided detailed introductions on industrial foundations, support policies, and development opportunities, inviting participating enterprises to share new opportunities for modern agricultural development and to achieve a win-win future of open cooperation.
Officials from the demonstration zone stated that Yangling has formed a modern seed industry, deep processing of agricultural products, biomedicine, agricultural intelligent equipment manufacturing, and agricultural service industries, among others, creating a hundred billion-level industrial cluster. It has initially formed 12 key industrial chain innovation chains including seed industry, animal husbandry, land protection and quality improvement, fruit industry, smart agriculture, agricultural intelligent equipment, agricultural product processing, biomedicine, edible fungi and strains, agricultural science services, grape and wine, and feed processing.

Innovation and Entrepreneurship ParkDevelopment Co., Ltd. officials stated that the Yangling Smart Agriculture Industry Technology Innovation Center operates with a center + company model, corporate management, and has raised a Smart Agriculture Industry Chain Angel Investment Fund, signing cooperation agreements with seven units including Shenzhen Qianhai Investment Fund for the Yangling Northwest Agricultural University Technology Achievement Transformation Fund, planning to raise 300 million yuan in angel investment funds for smart agriculture-related scientific and technological enterprises.

Officials from the Agricultural Intelligent Equipment Industry Innovation Center stated that the center has established resource co-construction and sharing, information exchange, and cooperation mechanisms with research institutions, industry organizations, and upstream and downstream enterprises, collaborative innovation resources are abundant. It has established over 350 demonstration promotion bases nationwide, with an annual demonstration promotion area exceeding 10 million acres, and has built multiple overseas agricultural science and technology demonstration parks, such as in Kazakhstan and Israel, providing multi-scenario demonstration guarantees. It possesses 97 provincial-level research platforms and over 7,000 agricultural science and education experts, with sufficient domestic and foreign agricultural science and education resources.

Meanwhile, officials from Yangling Modern Agriculture International Cooperation Company stated that in six major areas including import-export trade, cross-border e-commerce, tax production and manufacturing, tax research and development, monitoring and certification, and comprehensive service, policy support is provided, adopting a “standard factory warehouse leasing” model, equipped with research and development buildings, bonded factories, bonded warehouses, talent apartments, and service centers, to provide enterprises with a complete business operation environment.

2. Top Technology Empowers, Shenzhen Helps Modern Agriculture Reach New Heights
Shenzhen is a city of innovation and technology. In 2020, the Guangdong Digital Agriculture and Rural Development Action Plan was introduced; in 2021, several measures were issued to create a pilot demonstration area for agricultural technology innovation; and in 2023, the Implementation Opinions on Promoting the High-Quality Development of Modern Agriculture were released. These policies provide fertile ground for the germination, growth, and rapid development of smart agricultural enterprises.
The Secretary-General of Shenzhen Digital Agriculture Promotion Associationstated that Shenzhen has always been at the forefront of “digital technology” application in China, possessing a solid digital industry foundation and digital technology foundation. Shenzhen’s digital agriculture enterprises can be categorized into five types: digital product manufacturing, digital technology application, digital factor-driven, digital efficiency improvement, and comprehensive digital agriculture services. In the latter half of the meeting, participating enterprises shared themes around smart agriculture solutions and expressed their hopes for cooperation and development with Yangling Demonstration Zone.

Qian Yonghua, Vice President of Fengnong Holdings, shared on the theme of modern agricultural services. He stated that in the context of aging agricultural practitioners and an inadequate knowledge structure, smart agriculture and digital agriculture should play a greater role. Fengnong Holdings provides full industry chain services for smart agriculture through five major business segments: agricultural production, agricultural education, smart agriculture, brand agricultural product docking, and agricultural technology investment.

He believes that the current digital agriculture faces issues such as high digital costs and low industrialization levels. Ruihai Smart provides multi-scenario solutions through smart planting, smart aquaculture, and smart livestock products based on the Internet of Things and big data.

Zhang Bo, chairman of Shanghai Left Bank Chip Wisdom, shared on the agricultural big data platform. He stated that the key to developing digital agriculture lies in constructing a modern agricultural service system to realize the application of technology. Left Bank Chip Wisdom has achieved comprehensive digitization of agricultural production and planting through its agricultural big data platform, and its digital ecosystem has also extended into the agricultural insurance field.

Ma Zhen, senior project manager of DJI Agriculture, shared on precision agriculture and its application cases. He stated that improving efficiency in all aspects of “farming, planting, management, and harvesting” is the company’s positioning in the agriculture sector. DJI Agriculture provides a comprehensive solution for smart agriculture composed of hardware and software, achieving cost reduction and efficiency improvement in agricultural management through drone protection and drone field inspection.

Ma Jiang, founder of Guangdong Haimin Technology Co., Ltd., shared on the application of smart irrigation products. He believes that the product applications in smart agriculture should be grounded and focus on quality, with convenience for farmers as the principle. Haimin Technology mainly provides refined management and digital solutions for irrigation, fertilization, and pesticide application in agricultural planting.

Zou Xin, founder of Shenzhen Meixing Intelligent Co., Ltd., shared on precision breeding. He stated that technologies such as software SaaS, mobile internet, blockchain, sensors, and 5G are deeply integrating with the fishery industry. Meixing Intelligent focuses on providing digital fishery solutions such as pond data monitoring, pond disinfection/oxygenation, and unmanned fish farms.

During the interactive session, a relevant person from Huawei introduced the projects currently being cooperated with Yangling Demonstration Zone, expressing a welcome for everyone to invest and develop together in Yangling, contributing to smart agriculture by leveraging the renowned brand of Yangling Agricultural High-tech Zone. Enterprises such as Zhongyi Agricultural Technology, Yigu Network, Xidi Technology, Daochuang Intelligent, and Zhongnong Shuke actively participated in the discussion.
In November 2021, the State Council’s “14th Five-Year Plan” for Promoting Agricultural and Rural Modernization proposed strengthening the support of modern agricultural technology, carrying out key core technology breakthroughs in agriculture, improving the stable support mechanism for basic research in the agricultural science field, and strengthening the construction of agricultural basic theory, scientific research infrastructure, positioning observation systems, and resource ecological monitoring systems.
In February 2022, the Central Committee of the Communist Party of China and the State Council’s Opinions on Doing a Good Job in Key Work for Comprehensive Rural Revitalization in 2022 proposed promoting the development of smart agriculture and facilitating the integration and application of information technology with agricultural machinery and agronomy.
