In the Sino-German (Shenyang) High-end Equipment Manufacturing Industrial Park located in the Shenyang Economic and Technological Development Zone, the biopharmaceutical workshop project of the Northern Pharmaceutical Valley International CDMO base is nearing completion. This project covers an area of 500 acres, with an expected investment of 7 billion yuan, and is anticipated to officially commence operations in the second half of this year.

“Since the project was initiated, there has been a dedicated specialist providing ‘one-on-one’ precise guidance at every key milestone, and relevant service departments have opened a green channel. The business environment here is becoming increasingly outstanding, truly achieving ‘better and better,’” remarked Zhang Bin, the office director of the company.

Under their strict supervision, the management committee of the Sino-German Park provides comprehensive support services for the project, with project managers closely following up throughout the process. When enterprises encounter difficult issues such as power relocation, project managers quickly identify bottlenecks and actively coordinate all parties to resolve them, ensuring smooth project construction and enhancing the business environment.

Such scenes are not limited to the Tiexi District. This year, the first approved project for the Northeast University Nanhuhui Campus Dormitory Building No. 3 is also progressing very smoothly. Li Sicong from the Northeast University Infrastructure Management Office praised the services of the relevant departments in Heping District, Shenyang: ‘The “one-stop” service model has significantly shortened the project approval time, allowing us to avoid detours.’

The Heping District Commission for Discipline Inspection and Supervision has made improving service efficiency a key focus of their supervision, vigorously rectifying issues of inaction, slow action, and chaotic action, effectively holding industry departments accountable. In Shenyang, various local commissions for discipline inspection and supervision are also actively building bridges for communication between government and business, regularly participating in exchange activities such as ‘Business Reception Halls’ and ‘Problem Discussion Meetings,’ widely collecting opinions and suggestions from enterprises, urging functional departments to provide policy interpretation and answers, and working together to tackle the pressing issues raised by enterprises, striving to create a first-class business environment.
