In the Sino-German (Shenyang) High-end Equipment Manufacturing Industrial Park located in the Shenyang Economic and Technological Development Zone, the biopharmaceutical workshop project of the Northern Pharmaceutical Valley International CDMO base is nearing completion. This project covers an area of 500 acres, with an expected investment of 7 billion yuan, and is anticipated to officially commence operations in the second half of this year.
“Since the project was initiated, there has been a dedicated specialist providing ‘one-on-one’ precise guidance at every key milestone, and relevant service departments have opened a green channel. When enterprises encounter difficult issues such as power relocation, project managers quickly identify bottlenecks and actively coordinate all parties to resolve them, ensuring smooth project construction and enhancing the business environment.
Such scenes are not limited to the Tiexi District. This year, the first approved project for the Northeast University Nanhuhui Campus Dormitory Building No. 3 is also progressing very smoothly. Li Sicong from the Northeast University Infrastructure Management Office praised the services of the relevant departments in Heping District, Shenyang: ‘The “one-stop” service model has significantly shortened the project approval time, allowing us to avoid detours.’
The Heping District Commission for Discipline Inspection and Supervision has made improving service efficiency a key focus of their supervision, vigorously rectifying issues of inaction, slow action, and chaotic action, effectively holding industry departments accountable. With the promotion of the Commission for Discipline Inspection and Supervision, the District Business Bureau has carefully crafted nine ‘one-stop’ service models, including ‘one-stop guidance,’ reducing the approval time from at least three months to less than one month, achieving a situation where enterprises only need to ‘enter one door, receive services at one window, and undergo full-chain approval.’ At the same time, leveraging ’embedded’ supervision and big data monitoring, they respond promptly to enterprise demands.
In Shenyang, various local commissions for discipline inspection and supervision are also actively building bridges for communication between government and business, regularly participating in exchange activities such as ‘Business Reception Halls’ and ‘Problem Discussion Meetings,’ widely collecting opinions and suggestions from enterprises, urging functional departments to provide policy interpretation and answers, and working together to tackle the pressing issues raised by enterprises, striving to create a first-class business environment.
