Construction of Embedded Service Facilities in Urban Communities
is one of the 30 key livelihood projects to be accomplished in Xi’an this year
to allow residents to enjoy
high-quality and inclusive public services right at their doorstep
It is not just a “key small matter” but also a “major livelihood issue”
Since March of this year, when our district designated the Aviation Second Road community as a pilot community for embedded service facility construction, we have continuously provided elderly care services relying on the “Happy Elderly Home” day care center. The services extend beyond the center’s location, including monthly personalized home services such as foot care, haircuts, and housekeeping, enhancing the quality of life for the elderly in the community through embedded services.
Home-based Elderly Care: Enjoy Services “Close” to Home
Can we allow the elderly to enjoy their later years at home while ensuring that their children can work and fulfill their filial duties without conflict? Embedded elderly care services that allow seniors to stay within their community while enjoying convenient care services is an ideal solution. The Aviation Second Road community day care center focuses on special groups such as the elderly and children, while also being friendly to all, fostering a sense of belonging among community residents.

This year, the Aviation Second Road community construction project was launched. Based on extensive public opinion collection and the formation of a community service facility demand list, after multiple evaluations, the community approved the “Aviation Second Road Community Embedded Facility Construction Project Plan.” Through public solicitation, research, and review meetings, a third-party operating organization for elderly care and child care projects was determined. In June, the Aviation Second Road community project commenced construction, with completion planned for the end of November this year.
Comprehensive Renovation and Service Upgrade
The People’s East Road community, located within the Dongfang Shangcheng residential area, is about to upgrade its public space through new construction and renovation, embedding functional facilities and adaptive services, increasing the effective supply of community services, addressing facility shortcomings, innovating operational models, and creating a model of community embedded services that is well-equipped, safe, healthy, and orderly in operation.

The current community has undergone significant changes compared to the past, with an increasing number of functions being accommodated. Focusing on the “elderly and children,” each community is actively providing various services such as elderly care, infant and toddler care, and community meal assistance by continuously improving relevant supporting facilities, allowing residents to enjoy a happy life within reach.
Our district adheres to a people-centered development philosophy, focusing on the actual needs of community residents, guided by practicality and accessibility, increasing the effective supply of community services, addressing facility shortcomings, and innovating operational models. Based on actual conditions, Yanliang District has selected five communities to apply for national pilot projects, among which four pilot projects are: Aviation Second Road Community Embedded Service Facility Construction Project, People’s East Road Community Embedded Service Facility Construction Project, Jiayuan Community Embedded Service Facility Construction Project, Hongqi Community Embedded Service Facility Construction Project; one reserve project is Lingyun Community Embedded Service Facility Construction Project. These projects will be organized and implemented over three years.
One-stop Integration for a Comprehensive Experience
While constructing pilot projects, other communities in Yanliang District are also actively following suit, utilizing existing community spaces and resources to carry out embedded services. For example, the Fenghuang Street community integrates elderly care, child care, community meal services, convenience services, cultural leisure, and children’s recreation into a one-stop service, providing residents with a comprehensive experience, and introducing the district’s labor union’s “Aviation City Love Station” to offer a diverse platform for rest, drinking water, charging, and reading.

Here, the resident elderly university and 20 social organizations provide various courses such as vocal music, traditional Chinese painting, new media, and folk dance to community residents every week; the Children’s Home serves as a place for children to entertain themselves; the Intangible Cultural Heritage Room, as the permanent studio of Yanliang’s dough figurine inheritor Qiao Wenjun and paper-cutting inheritor Chu Lingyun, leads the public in making dough figurines and paper-cutting, and conducts live broadcasts to expand influence. At the same time, the community has reached a cooperation agreement with resident teacher He Miao to provide a national studies class service for local children and parents every Saturday morning. The community elderly care service station emphasizes “sharing,” with community dining, chess, and elderly care services. The community is also actively collaborating with the district library to establish a “City Book House,” regularly changing books to facilitate borrowing and returning with the library.
Community Diversified Activities
In the next step, Yanliang District will continue to steadily and orderly promote the construction of community services across all communities based on summarizing pilot experiences and effective construction models, gradually addressing the shortcomings of community services, enabling residents to enjoy high-quality and inclusive public services conveniently and nearby, making residents’ lives better and enhancing their sense of happiness.
