Policy Basis:The “Opinions of the General Office of the State Council on Effectively Strengthening High-Standard Farmland Construction to Enhance National Food Security”; the “National High-Standard Farmland Construction Plan (2021-2030)”; the “Notice from the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Issuing the Implementation Plan for Gradually Building Permanent Basic Farmland into High-Standard Farmland”; the “Liaoning Province High-Standard Farmland Construction Plan (2021-2030)”; and the “Management Measures for the Use of Funds for Cultivated Land Construction and Utilization”.

2. Policy Summary:The primary goal is to enhance grain production capacity, focusing on permanent basic farmland, prioritizing the construction of high-standard farmland in grain production functional areas and important agricultural product protection areas, gradually building all permanent basic farmland into high-standard farmland, providing a solid foundation for ensuring national food security.

3. Implementation Scope, Beneficiaries, and Subsidy Standards:Farmland construction subsidy funds are used to support high-standard farmland construction in various regions, specifically for the following construction content: land consolidation, soil improvement, irrigation and drainage and water-saving facilities, field roads, farmland protection and ecological environment maintenance, farmland power distribution, natural disaster restoration, and other related engineering content.
