Subsidy for Cultivated Land Quality Protection
1. Policy Basis:The “Notice on Fully Launching the Reform of the Three Agricultural Subsidies” (Cai Nong [2016] No. 26), the “Notice from the General Office of the Ministry of Finance and the General Office of the Ministry of Agriculture and Rural Affairs on Further Improving the Work of Cultivated Land Quality Protection Subsidies” (Cai Ban Nong [2021] No. 11), and the “Notice from the Ministry of Finance and the Ministry of Agriculture and Rural Affairs on Issuing the Management Measures for the Use of Funds for Cultivated Land Construction and Utilization” (Cai Nong [2023] No. 12).
2. Policy Summary: The subsidy policy for cultivated land quality protection is an important part of the current central government’s policies to support agriculture and benefit farmers. The subsidy funds are directly distributed to farmers, encouraging them to actively protect cultivated land and enhance its quality.
3. Implementation Scope, Beneficiaries, and Subsidy Standards: The beneficiaries of the subsidy are farmers with contracted rights to cultivated land across the province. The subsidy standard is determined by counties (cities, districts) based on the total amount of subsidy funds and the determined subsidy area, implementing a unified standard across the county. The average subsidy standard for the province in 2024 is 85 yuan per mu. Subsidies will not be granted for cultivated land that has changed use, such as non-agricultural requisitioned land, land used for livestock (aquaculture) farms and auxiliary facilities, forest land, grassland, and cultivated land converted to facility agricultural land (with the “contiguous” standard determined by each city based on local conditions), as well as idle land, abandoned land, and cultivated land that does not meet farming conditions.
4. Implementation Period: From 2016 to present, each year constitutes a project cycle.

Support for High-Standard Farmland Construction
1. Policy Basis:The “Opinions of the General Office of the State Council on Effectively Strengthening High-Standard Farmland Construction to Enhance National Food Security”; the “National High-Standard Farmland Construction Plan (2021-2030)”; the “Notice from the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Issuing the Implementation Plan for Gradually Building Permanent Basic Farmland into High-Standard Farmland”; the “Liaoning Province High-Standard Farmland Construction Plan (2021-2030)”; and the “Management Measures for the Use of Funds for Cultivated Land Construction and Utilization”.
2. Policy Summary:The primary goal is to enhance grain production capacity, focusing on permanent basic farmland, prioritizing the construction of high-standard farmland in grain production functional areas and important agricultural product protection areas, gradually building all permanent basic farmland into high-standard farmland, providing a solid foundation for ensuring national food security.
3. Implementation Scope, Beneficiaries, and Subsidy Standards:Farmland construction subsidy funds are used to support high-standard farmland construction in various regions, specifically for the following construction content: land consolidation, soil improvement, irrigation and drainage and water-saving facilities, field roads, farmland protection and ecological environment maintenance, farmland power distribution, natural disaster restoration, and other related engineering content.
