By 2027, Yizhuang Will Achieve Mass Production of 10,000 Embodied Intelligent Robots

On August 9, the “Several Measures to Promote the Innovative Development of Embodied Intelligent Robots in Beijing Economic and Technological Development Zone” was released at the 2025 World Robot Conference. It is understood that the Economic Development Zone will support enterprise development comprehensively through ten “hardcore” measures, precisely empowering embodied intelligent robots.By the end of 2027, Beijing Economic Development Zone will form a mass production capacity of 10,000 embodied intelligent robots.

Eight Support Measures Are Nationally Innovative

With the successful launch of humanoid robots “Tiangong” and the general embodied intelligent platform “Huisi Kaiwu”, more and more “world firsts” are being born in Yizhuang, Beijing. Currently, Yizhuang has successfully attracted numerous advantageous enterprises from the upstream and downstream of the robot industry chain, with the number of robot and intelligent manufacturing ecosystem enterprises exceeding 300, basically forming an industrial chain covering core components, complete machine manufacturing, system integration, and scenario solutions.

The embodied intelligent robot industry is expected to achieve more breakthroughs. “The special policies released this time include eight support measures such as rewards for data collection training grounds, support for secondary development communities, sample coupons, sales subsidies for humanoid robots, and supply chain response platforms, all of which are nationally innovative, accelerating the innovative development of embodied intelligent robots and seizing the global high ground of the robot industry,” said a relevant person in charge of Beijing Economic Development Zone.

The “Ten Measures for Embodied Intelligent Robots” released this time precisely targets key links, supporting enterprises in tackling technical challenges related to the “brain”, “small brain”, and general ontology of robots and key components through methods such as project bidding and major special support, and supporting the establishment of joint laboratories between schools and enterprises, as well as common laboratories, providing up to 5 million yuan in support based on the total investment of the project.

Research and application of robots also face challenges such as high data collection costs and difficulties in scenario implementation. To address this, the Economic Development Zone will explore a data trading and sharing mechanism, promote the open sourcing of embodied intelligent data, and issue 100 million yuan in “data coupons” annually to guide enterprises in purchasing data products such as datasets, data interfaces, and data models.

“Robots Producing Robots” Will Be Realized

How to bridge the “last mile” of robot implementation? In February of this year, Beijing Economic Development Zone released an innovative application plan for 10,000 robots. According to the plan, in the next two years, Yizhuang will gradually release a demand for 10,000 embodied intelligent robots worth nearly 5 billion yuan, with over a thousand being humanoid robots, and application scenarios covering key social and economic areas such as high-end manufacturing, education, landscaping, industrial parks, commercial services, medical care, power inspection, municipal management, and community property.

It is reported that the “Ten Measures for Embodied Intelligent Robots” further promotes the implementation of this plan, providing full-chain support in stages from the first trial use of non-standard products, rewards for the first set, to benchmark scenario construction, accelerating the promotion and application of robot products.

A humanoid robot requires not only support from the hardware of the body but also breakthroughs in key technologies such as the “brain” and “small brain”, involving a large number of suppliers upstream and downstream. “To achieve a shift from isolated efforts to full-chain collaboration in the industry, we will support the establishment of a rapid response platform for the robot supply chain, providing services such as rapid logistics for standard parts and rapid sampling for non-standard components, and issuing ‘sample coupons’ based on project investment to reduce the costs of sampling for complete machines and components,” said the relevant person in charge.

A New Model of “Robots Producing Robots” Will Also Be Unveiled. According to the policy, Yizhuang will layout high-level manufacturing of humanoid robots across all links, take the lead in establishing pilot production factories for humanoid robots, and provide services such as technology transfer, process improvement, type testing, and small-batch trial production, strengthening the common manufacturing service capabilities for humanoid robots, and exploring a high-level flexible production model of “robots producing robots”; encouraging the leasing of robot products and supporting enterprises in insuring humanoid robots, with premiums eligible for subsidies.

Supermarkets, Hotels, and Hospitals Will Open Data Collection

How to truly bring embodied intelligent robots into thousands of households and serve various industries? Yizhuang has also launched the “Embodied Intelligent Social Experiment Plan”, which will create a full-domain training ground for human-machine collaboration and industry-research integration, accelerating the implementation of embodied intelligent robots.

“First, we will open real-world data collection resources across the entire region.” Wang Lei, director of the Beijing Economic Development Zone Management Committee, introduced that Beijing Yizhuang will open nearly a thousand real scene data collection points in supermarkets, hotels, pharmacies, hospitals, logistics warehouses, etc., to build a globally leading PB-level data pool for embodied intelligent real-world data, open-sourcing high-value, standardized, and tradable embodied intelligent data to serve the training of embodied intelligent models and the improvement of ontology intelligence levels across the industry. The first batch of 20 embodied intelligent training grounds and nearly 100 points will be opened this month.

Developers can also enjoy full-chain empowerment from code to product. It is reported that this policy focuses on sharing innovative achievements in robotics, collaborative integration of software and hardware, expanding application scenarios, and cultivating the industrial ecosystem to build a secondary development community for robots, providing free general ontology of robots, R&D space, computing power subsidies, agile development, and other support elements for developer teams, encouraging innovative teams to conduct secondary development for specific application scenarios.

While technological breakthroughs and rapid industrial development are occurring, Yizhuang is also exploring a governance model for robot society. It is reported that the Economic Development Zone will explore the formation of a warm and human-centered development and application model for robots, strengthening theoretical discussions and system construction in areas such as robot safety, embodied intelligence, privacy protection, and ethics, ensuring that robots are safe, reliable, and controllable.
