On August 6 local time, US President Trump announced a 100% tariff on imported semiconductor chips not produced in the United States. However, the specific details of this plan have not been disclosed, and the definition of “American-made” chips remains unclear.

On the same day, Apple stated that Samsung Electronics would supply chips produced at its factory in Texas for Apple products, including the iPhone.

Previously, Tesla also signed a $16.5 billion agreement with Samsung to procure chips. Tesla CEO Elon Musk stated at the end of July that Samsung’s new chip factory in Texas would produce Tesla’s next-generation AI6 chips.

According to a report released last month by Kiwoom Securities analyst Pak Yuak, Samsung’s chip foundry business is expected to receive new orders for image sensor chips to be produced for Apple’s iPhone 18s and Tesla in 2026.

Currently, several chip giants, including TSMC, NVIDIA, Texas Instruments, and GlobalFoundries, have committed to producing some chip products in the United States. TSMC has pledged an investment of $165 billion in US manufacturing; NVIDIA announced in April this year plans to build $500 billion worth of AI infrastructure in the US over the next four years.

According to data from the Semiconductor Industry Association (SIA), the US has announced over 130 chip manufacturing projects since 2020, totaling $600 billion.

Gartner analyst Sheng Linghai told First Financial reporters: “The semiconductor supply chain is extremely complex, and any country trying to establish a complete supply chain will face challenges; most countries can only achieve partial self-sufficiency.” He believes that although the US is attempting to shift chip manufacturing back to domestic production, this process will be long and arduous.

Data shows that since 2022, the US has boosted chip manufacturing through various subsidies, tax credits, loans, and grants, with total investments exceeding $400 billion. However, the process of establishing factories in the US by foundries, including TSMC, has not been smooth; TSMC’s US factory only began production earlier this year, and large-scale production is still pending.
