The goal is to have two companies in the manufacturing sector with stable revenues ranking among the world’s top, and to cultivate a number of listed companies in the design and equipment materials sectors. By 2025, a globally influential innovation hub for the integrated circuit industry will be basically established. Advanced manufacturing processes will be further enhanced, chip design capabilities will be internationally leading, and the localization level of core equipment and key materials will be further improved, forming a basically self-controllable industrial system. Key developments include:
1. Integrated Circuit Design.Enhance the R&D capabilities of core chips for 5G communication, desktop CPUs, artificial intelligence, IoT, and automotive electronics, accelerate core IP development, and promote the R&D of key devices such as FPGAs, Insulated Gate Bipolar Transistors (IGBTs), and high-end Microcontrollers (MCUs). Focus on developing integrated circuit and new display materials, promote the industrial application of large-size (12-inch) silicon single crystal polishing wafers, chemical mechanical polishing materials, packaging materials, and accelerate the R&D and demonstration application of 4-inch gallium nitride wafers, 6-inch silicon carbide wafers, electronic-grade polysilicon, and laser crystal materials.
(6) Future-Oriented Leading Industries
Leading industries, also known as future industries, refer to industries that have an important strategic position in the economic system, can drive the development of other industries, play a guiding role in the future development of the national economy, and represent the direction of technological development and industrial upgrading. During the 14th Five-Year Plan period, Shanghai will plan and layout a number of future-oriented leading industries based on its own scientific and educational resources and industrial foundation advantages.
Photonics Chips and Devices: Focus on breakthroughs in the R&D and application of new generation photonic devices such as silicon photonics, optical communication devices, and photonic chips, conducting key research in modular technology for photonic devices, silicon photonics processes based on Complementary Metal-Oxide-Semiconductor (CMOS), optical communication technology, optical interconnect technology, chip integration technology, and optoelectronic integration module packaging technology. Strive to achieve disruptive innovations in the industrial chain of new generation photonic devices in fields such as data centers, supercomputers, automotive autonomous driving, home robots, telecommunications equipment, and national defense equipment.
2. Spatial Layout:
Create a spatial layout of “one body and two wings” with Zhangjiang as the main body and Lingang and Jiading as the two wings, enhancing the capability of the Zhangjiang National Integrated Circuit Industry Base, strengthening the high-end equipment manufacturing capacity of Lingang’s integrated circuits, and cultivating the emerging industrial belt of integrated circuits in Jiading. Accelerate the research and planning of a comprehensive integrated circuit industrial base to be newly built in the Lingang New Area or the Yangtze River Delta Demonstration Zone.

Accelerate the construction of major production lines for integrated circuits, supporting the scale of the integrated circuit industry to double.
