To further enhance the overall, systematic, and coordinated nature of the reform of medical insurance and healthcare linkage, and to deeply promote “medical cooperation,” the Qingxiu District Medical Insurance Bureau, based on the actual situation in the area, has taken the lead in exploring the innovative service model of “Medical Insurance Home” in the first embedded community, Yinsong Community of Nanhua Street in Nanning. This model focuses on the medical needs of key groups in the community, namely the elderly and children, and aims to build a “5-minute medical insurance service circle” to fully meet the public’s demand for multi-point services, achieving convenient and efficient medical insurance services nearby.
1
Innovation Leads, Building a New Service Pattern
Utilizing the geographical advantages of the embedded community service center, and leveraging the grassroots medical institution, Dexin Medical and Nursing Clinic, as a carrier, an open medical insurance service window has been set up, equipped with standardized office equipment and a dedicated medical insurance network. This integrates policy promotion, business handling, and medical services into one. Residents can consult reimbursement policies and handle cross-regional medical treatment registration while seeking medical advice, achieving a medical insurance “one-stop” service.
2
Aggregation and Collaboration, Empowering Service Diversification
The Qingxiu District Medical Insurance Bureau has provided an innovative carrier for optimizing service processes and enhancing service efficiency by accurately connecting with the public’s medical insurance service needs. Following the city-level standardized service identification, they have systematically sorted out a list of 15 high-frequency business items, such as urban and rural residents’ insurance registration and outpatient chronic disease declarations, tailored to local conditions. To ensure that medical insurance handling services are effectively delivered, key personnel from the medical insurance center have been assigned to provide business guidance, and medical staff from healthcare institutions have completed two rounds of specialized training on medical insurance policies. By relying on the “Nanning Medical Insurance” WeChat public account, high-frequency service items such as online registration and payment inquiries have been promoted to achieve “mobile handling,” shortening the public’s service radius to a 5-minute medical insurance service circle.

Pilot Drives, Creating a New Service Model
By summarizing experiences and improving models, Qingxiu District aims to reduce the medical insurance service radius to 5 minutes. Based on the pilot, they will refine standards and promote service models throughout the urban area, building a new pattern of grassroots medical insurance services and bridging the “last mile” of medical insurance services, continuously enhancing the public’s sense of gain and happiness regarding medical insurance.

Qingxiu District will continue to deepen the collaborative mechanism of “medical insurance + healthcare” and “medical insurance + pharmaceuticals,” aiming to establish at least 28 standardized “Medical Insurance Homes” within the year, striving to write a new chapter in benefiting the public through medical insurance.
