Upon analysis, the likely cause of the CPU fan turning on and off is an unstable power supply to the CPU. However, we cannot rule out issues with the motherboard. Let’s look at the specific solutions.
1. First, we need to eliminate simple electrical issues by discharging the BIOS. This can be done by removing the battery for a few minutes and then reinstalling it, or by shorting the CMOS pins to clear it, and then testing to see if the issue persists. 2. Reinsert the power supply connections to the motherboard, specifically the main power and CPU power lines. (At this time, we can also reinsert the memory.) 3. Check if the restart switch or power switch on the computer is functioning properly. 4. If none of the above methods resolve the issue, it is advisable to replace the power supply.
