In order to earnestly implement the requirements of the Autonomous Region Party Committee regarding the coordination of safety and development, and to ensure that the city’s safety work inspection special actions are effectively carried out, the Yinchuan Municipal Discipline Inspection Commission has recently established a special supervision and inspection working group. Through on-site inspections, they are overseeing the rectification and implementation of identified issues and hidden dangers, comprehensively preventing and resolving major safety risks, and creating a safe and stable social environment for the successful convening of the 20th National Congress of the Communist Party and the 13th Party Congress of the Autonomous Region.
Focusing on Problem Rectification and Promoting Hazard Management. The on-site inspections were conducted at Ningxia Shuangyi Industrial and Trade Co., Ltd., Xiyuan Bridge, and the mining sites managed by Yinchuan Rongsheng Investment Operation Co., Ltd., as well as urban waterlogging points in Beita Lake. The focus was on supervising the rectification of hidden dangers in industrial parks, road traffic safety, mining safety, and municipal safety. At each location, the inspection team compared the identified issues with the rectification checklist, inquired about the rectification measures and progress item by item with the responsible persons, and conducted on-site checks of key areas. They urged relevant units and enterprises to strictly implement local management responsibilities, industry department supervision responsibilities, and enterprise主体责任, resolutely eliminating various safety hazards to ensure economic and social safety and stability through practical actions.
Identifying Core Issues and Implementing Rectification Responsibilities. During the on-site inspections, the inspection team clearly required the responsible persons of relevant units and enterprises to accurately identify core issues based on the problems and hidden dangers discovered during the previous safety production inspections. They should scientifically formulate rectification plans, establish problem ledgers, and ensure thorough rectification of all hidden dangers. Relevant departments must intensify rectification efforts and strictly investigate and deal with enterprises that fail to rectify or falsely rectify violations discovered during the special safety production inspections. In particular, enterprises must earnestly fulfill their主体责任 for safety production, and according to strict and detailed requirements, properly prepare emergency plans, conduct emergency drills, and provide safety production training, increasing rectification efforts to ensure that all safety production measures are implemented.
Accelerating Reclamation and Greening to Create a Good Ecology. During the feedback session, the inspection team required relevant units and enterprises to adhere to practical actions while developing the economy, earnestly implementing the decisions and deployments of the central government, autonomous region, and municipal party committee regarding ecological civilization construction. They should work hard in land planning and utilization, mineral resource management, land reclamation and development, and land law enforcement supervision, timely repairing ecological issues caused by mining, enterprise pollution, and urban waterlogging, effectively promoting ecological environment remediation and restoration, striving to achieve the greening and reclamation of mines, and fully advancing ecological civilization construction to restore green mountains and clear waters for the people as soon as possible.
Safety production is of utmost importance. The Yinchuan Municipal Discipline Inspection Commission will further deepen and solidify the “embedded” supervision, with greater work intensity and stricter work standards, fully safeguarding the production safety work line, and making positive contributions to creating a healthy economic environment, a peaceful social environment, and a clean political environment.
