To effectively play the role of mass safety work, the labor union of the Old Factory Branch has built an “embedded” mass safety management system, integrating “concepts, systems, carriers, and care” into the mass safety management work. This has achieved a mass safety management system that is “soulful, structured, fleshed out, and warm,” improving the level of mass safety management work and promoting the high-quality development of the Old Factory Branch.

In November 2023, the labor union of the Old Factory Branch has consistently regarded mass supervisors, the “Ankang Cup” competition, the “Check, Ensure, Promote” special inspection action, and other mass safety activities as important measures to advance mass safety work. Through the construction of the “embedded” mass safety management system, a series of mass safety supervision activities have been organized within the branch, widely mobilizing employees to identify and eliminate safety hazards at production sites, strengthening safety responsibility awareness, and ensuring that the “four aspects are in place”: namely, awareness of thought is in place, organization and mobilization are in place, identification of hazards is in place, and problem rectification is in place. This effectively plays the supervisory role of the labor union in safety production, actively participating in and supervising the administrative inspection and rectification of major accident hazards, better safeguarding the labor safety and health rights of employees.

Firmly establish the safety concept of “people first, life first”. Through in-depth research discussions on mass supervision work and addressing issues identified during inspections, we take a problem-oriented approach, directly confronting pain points, and placing long-term hidden issues that restrict the development of mass supervision work and affect its effectiveness on the agenda for discussion and analysis. We seek to identify the root causes of these problems and expose them to the light of day. This ensures that the idea that “safety is above all, more important than everything, precedes everything, and determines everything” is rooted in the minds of frontline employees. Together with the Safety and Environmental Protection Department, we organized training sessions for mass supervisors and skills competitions, covering comprehensive knowledge such as situational task education, analysis of typical accident cases, dual prevention mechanisms, emergency management, and safety culture concepts. After the training, we conducted closed-book exams and grading, achieving a pass rate of 98%, and timely signed 28 responsibility agreements, achieving the expected effects of knowledge dissemination, quality improvement, and consensus building.

Focusing on system construction as support, we dynamically supplement and improve various effective mass safety work systems. Regularly organize the chairpersons of grassroots department labor unions to analyze safety situations, summarize experiences and problems, and promptly address and adopt the issues and suggestions raised by mass supervisors during safety supervision inspections. This consolidates the foundation and system construction of mass safety regulations. We organized activities such as safety essays by mass supervisors, reasonable suggestions, and sharing safety stories, effectively enhancing the ability of mass supervisors to perform their duties and responsibilities, promoting the continuous stability of the safety production situation in the branch.

In-depth development of the “Ankang Cup” competition, in conjunction with the safety situation publicity tasks of the “Ankang Cup” competition, the branch labor union, in collaboration with the Safety and Environmental Protection Department, has conducted safety knowledge training through various forms such as “online” and offline, television, and corporate WeChat. Promoting the “four combinations”: combining the branch’s major safety inspections with mass supervision inspections, combining safety work inspections with safety training, combining the promotion of new safety regulations with safety situation briefings, and combining safety control with project management, achieving the effects of “using inspections instead of training, using inspections instead of education, using publicity to promote, and using management to improve quality”. We urge our unit to strictly implement the main responsibility for safety training and education, organizing necessary safety production and fire safety education training and practical drills for employees, especially those in special operations, new hires, transferred employees, and flexible workers. From November 2023 to now, we have conducted centralized onboarding 9 times, identifying over 300 various issues, taking multiple measures to advance and enrich the content of safety activities, ensuring they are substantial.

Highlighting the work tone of “playing the emotional card, calculating the happiness account, and guarding the safety gate,” the chairpersons of grassroots department labor unions personally manage, inquire, and resolve issues related to mass supervision work. They lead by example, going underground, to the surface, and into teams to explain safety situations and tasks to employees and mass supervisors. We insist on putting effort into the “heart” of the “emotion” and act as the “whistleblower” for safety production and the “service provider” for employees. We consistently carry out safety briefings, award-winning quizzes before shifts, and safety reminders at workstations. Regular one-on-one emotional support for “three violations” personnel is conducted, and measures are formulated based on the reasons for their violations, helping employees firmly establish the concept of “safety first.” While eliminating the “three violations,” we utilize the underground “employee family” and “team scheduling room” service platforms to set up temporary support points, conducting activities such as summer cooling, winter warmth, and mending work clothes, allowing employees to integrate into the “safety net” woven with emotional care, effectively promoting safety production. Employees feel the warmth of the labor union’s reminders, and the cultural concept of “emotional care” is fully solidified, making mass safety more heartfelt.
