As the ‘Digital Brain’ of Wulong City, it can provide early warnings for urban risks and emergency dispatch through real-time data, while also offering more convenient and efficient services to residents and tourists.

Upon entering the Digital City Operation and Governance Center of Wulong District, a large screen displays real-time traffic conditions in Wulong City: there has been a temporary increase in traffic flow on the section of Provincial Road 203 leading to Xianren Mountain Forest Park, and the system has issued a warning indicating a risk of congestion. The patrol police team on Xianren Mountain received the alert and immediately dispatched personnel to the scene to direct vehicles for orderly passage.
Wulong is one of the first pilot districts in our city to implement a ‘city brain’ based on a digital foundation. According to a responsible person at the center, the goal of the center is to achieve ‘visibility, foresight, and emergency dispatch’, establishing a comprehensive urban governance system characterized by ‘full-domain perception, full-data integration, full-time response, and panoramic empowerment’, effectively enhancing government decision-making capabilities, social governance abilities, and public service efficiency.
With sudden weather changes, there may be strong rainfall, necessitating attention to geological disaster situations in relevant areas; a sand-brick house belonging to a resident working outdoors has safety hazards, requiring village officials to conduct regular inspections; a parking lot in Xianren Mountain Town may experience congestion at the charging station, necessitating the diversion of new energy vehicles to other parking lots for charging… The center has integrated applications such as ‘Cultural and Safe Travel’ and ‘Government Affairs and Smart Management of Sand-brick Houses’, achieving a combination of scenario applications and urban characteristic reports. Through continuous video patrols and AI algorithms, it automatically identifies common issues such as vehicle passage at important traffic intersections and flood prevention, providing zero-delay information feedback, which can play a crucial role in risk management for fires, heavy rains, geological disasters, and more.
“Real-time monitoring and early warning 24/7 have significantly improved our emergency management capabilities,” the responsible person stated. Previously, urban management relied heavily on manual efforts, and most of the time, management could only begin after problems occurred. Through the comprehensive dispatch department, monitoring and early warning department, and safety protection department set up by this ‘city brain’, resources can be dispatched in advance for management, preventing risks from occurring, achieving ‘pre-event management’, and making dispatch during risk occurrences more scientific and efficient. During the trial operation period this Spring Festival, the center handled 2,248 incidents such as traffic congestion and tourist assistance, with congestion reduced by 10.30% compared to the same period last year, and tourist complaints decreased by 15%.
In the future, Wulong will further advance the digital transformation of urban governance, integrating more government affairs, livelihood, and comprehensive transportation services, establishing a ‘one network for unified management’ urban governance system, and developing in coordination with the ‘one network for all services’ government services, bringing more sense of gain, happiness, and security to the public and tourists through ‘smart city management’.
