Huawei’s Firm Response to Being ‘Removed’ by Wi-Fi Alliance and Others

Over the weekend, there was widespread online discussion about several global technical standard organizations “removing” Huawei. These include: JEDEC (Solid State Technology Association), Wi-Fi Alliance, and SD Association.

The Wi-Fi Alliance subsequently issued a statement regarding this news, stating: “The Wi-Fi Alliance fully complies with the recent U.S. executive order, but this does not equate to the revocation of Huawei’s technical membership. The Wi-Fi Alliance has temporarily restricted Huawei’s participation in organizational activities.”

Here is a brief introduction to these three technical standard organizations:

The Wi-Fi Alliance is a non-profit organization headquartered in Austin, Texas, USA, with over 200 members, 42% of which are from the Asia-Pacific region, including 5 members from China.

The SD Association is a global organization dedicated to establishing memory card technology standards that lead industry development. It was founded in January 2000 by Panasonic, SanDisk, and Toshiba to create and promote memory card storage standards as a new industry-scale organization. Currently, the SD Association has nearly 900 corporate members involved in the design and development of SD standards.

JEDEC Solid State Technology Association is the leading standards organization in the microelectronics industry, established in 1958 as part of the Electronic Industries Alliance (EIA) to set standards for the emerging semiconductor industry. In 1999, JEDEC became an independent association and was renamed the JEDEC Solid State Technology Association. Promoting the development of voluntary standards that are open, accessible, and quickly achievable remains JEDEC’s core business. JEDEC is not affiliated with any national or governmental entity.

Huawei’s Response on the 26th: Will Not Be Influenced by Individual Organizations

Huawei’s current and future products and services will not be influenced by individual organizations that violate the principles of transparency, openness, fairness, and non-discrimination. Huawei will continue to actively participate in relevant standards and industry organizations based on compliance with applicable laws and regulations, contributing tirelessly to build a healthy, fair, open, and sustainable industrial ecosystem with customers and partners.

Standards are an important means relied upon by the ICT (Information and Communication Technology) industry for scientific and technological development and productivity improvement. Open and unified standards promote collaborative cooperation within the industry chain, helping to provide customers and consumers with higher cost-performance and quality products and services. The robust development of ICT technology based on standards has greatly propelled the advancement of the information society. These achievements are inseparable from the contributions and joint efforts of numerous standard organizations, open-source communities, and industry alliances.

The reason why standard organizations, open-source communities, and industry alliances can play such a significant role is fundamentally due to their adherence to principles of transparency, openness, fairness, and non-discrimination, as well as compliance with antitrust laws. Only when organizations genuinely implement and uphold these fundamental principles, and open their doors to any individual or entity willing to participate, can all links in the industry chain collaborate effectively to promote the healthy development of the industrial ecosystem.

Standard and industry organizations should uphold principles of openness and transparency, and should not restrict, suspend, or terminate the rights of any member who complies with the organization’s charter to participate in public organizational activities. They must not allow any political actions by any country, organization, or individual to obstruct global industry cooperation and contributions in open standards; otherwise, it will undermine the principles of transparency, openness, fairness, and non-discrimination that standard and industry organizations themselves uphold, shake the foundation of the organization’s existence, affect the achievement of organizational goals, and even expose the organization and its members to risks of violating antitrust laws, leading to fragmentation of standards and increased costs and risks across all links of the industry chain.

Huawei actively contributes to various industry organizations such as standard organizations, industry alliances, and open-source communities, accelerating industry development and expanding industry space. Huawei has joined over 400 standard organizations, industry alliances, and open-source communities, holding more than 400 important positions. In 2018, we submitted over 5,000 standard proposals, totaling nearly 60,000 submissions.

What is the Impact?

Several foreign technology websites and domestic technology experts analyze that Huawei’s removal from multiple international standard and industry-setting organizations will not have a direct impact on Huawei’s products and services, but it may bring some shock to Huawei’s “status” in relevant global technology fields. Huawei may lose its voice in the future regarding the formulation of technical standards in these areas.

However, this impact is actually bidirectional. The U.S. communication technology website LightReading analyzed that although Huawei will be unable to voice its opinions on the formulation of some important technical standards under the ban, these industries themselves will also lose the participation of Huawei, a significant technology provider.
