During the 6.2 magnitude earthquake in Jishishan County, a communication base station in Songjiagou Village went offline due to a power outage, and since the earthquake occurred, they had been tirelessly working on repairing the base station.

“There are a few people lying by the fire over there, I don’t know what’s going on?” As the vehicle approached Songjiagou Village, Yang Gaiming suddenly noticed villagers lying by a fire for warmth, occasionally groaning.

It turned out that during the earthquake, the houses of these three villagers collapsed, and they were trapped under the fallen bricks and wood. They were rescued by other villagers working together. One elderly man in his sixties had a suspected fracture in his right leg, and a couple from a neighboring house had multiple injuries. A villager had called the emergency number 120, but due to the disaster area being over 20 kilometers from the hospital, coupled with poor road conditions and a shortage of medical resources, the ambulance had not yet arrived at the scene.

“The temperature is very low now, if they do not receive timely medical treatment, it could lead to serious consequences.” In this critical moment, Yang Gaiming immediately notified his colleagues to continue repairing the base station, while he and the driver quickly lifted the injured onto the repair vehicle to head to the hospital in Jishishan County.

At 2:50 AM, the vehicle set off. Considering that many rescue vehicles were heading to the earthquake zone, which could cause traffic jams, Yang Gaiming called the Jishishan County traffic police for assistance along the way.

At 3:14 AM, Yang Gaiming encountered a police car from the traffic police brigade that was rushing to the scene near the North City gas station in Jishishan County. Upon seeing the rescue vehicle, the police car immediately set off, sounding its siren, guiding Yang Gaiming’s vehicle swiftly towards the hospital in Jishishan County.

At 3:18 AM, the vehicle successfully arrived at the hospital in Jishishan County, and the three injured were quickly sent to the emergency department for treatment, taking a total of 28 minutes.

Seeing the injured safely delivered to the hospital, Yang Gaiming finally breathed a sigh of relief, and then rushed back to Shiyuan Town to rejoin the emergency communication repair team, continuing until the base station was restored on the afternoon of the 19th.

At 5:30 PM on the 19th, after about 17 hours of continuous work, all mobile communication base stations in Jishishan County resumed operation. China Mobile Gansu Company opened a green channel, providing “no suspension and no payment reminder” services for 146,000 residents and transient customers in Jishishan County, and offering priority access to 10086 and “direct human contact” services for 993,000 customers in Linxia Prefecture, sending over 1 million disaster relief public service messages; urgently dispatching army beds, blankets, military coats, and quick-heat meals to the disaster area to meet the production and living needs of the affected population.

Due to the impact of the Gansu earthquake, neighboring Qinghai Province was also affected. As of 4 PM on December 19, all base stations that went offline due to the earthquake have been restored to normal. Voice and data service tests are normal, communication in important areas such as government and military in the disaster zone is smooth, and overall public communication remains stable, with no complete communication blockage in towns and villages. A total of 378 personnel, 83 vehicles, 21 oil machines, and 7 satellite phones were dispatched across Qinghai Province.

On the morning of December 19, to effectively ensure arrangements within the province, China Mobile Qinghai Company urgently called upon cloud video, television, and other terminal equipment, overcoming various difficulties, and quickly opened a cloud video conference system for the Minhe County earthquake command center, establishing an uninterrupted “command line” for the on-site command center and the provincial party committee and government. At the same time, three dedicated lines for fire command and dispatch were opened for the Qinghai Fire Department and Haidong Fire Department, ensuring communication needs for emergency support departments at the first opportunity.

China Mobile Qinghai Company has provided no suspension services for rescue teams heading to Minhe County and for 54,200 users in Haidong City, urgently activating 79 households in Minhe, Hualong, and Xunhua Counties. Two on-site service points were established at the cultural squares in Guanting Town and Zhongchuan Town, as well as at various school emergency shelters, providing business consultation, free charging services, and family reunion services to on-site rescue personnel.
