The basic construction of a municipal regional medical center and a medical highland in the Wuling Mountain area has been completed. Forming “three demonstration drives”: Demonstration drives the construction of high-quality specialized disciplines in public hospitals, introduces high-level and high-tech talents, continuously improves professional standards and competitiveness, and forms a number of public hospitals and specialized disciplines that are authoritative in the region, influential in the city, and have a voice in the country; Demonstration drives public hospitals to further enhance information construction, expand diagnosis and treatment methods, optimize management methods, strengthen public health management, and strengthen internet hospitals, providing the public with a better and more convenient medical experience, while maintaining a leading level of smart medical care in the city and a certain reputation nationwide; Demonstration drives public hospitals to achieve new breakthroughs in diagnosis and treatment levels within three years, create a new situation in serving the public, continuously expand the medical influence and radiation of Qianjiang, further solve the problems of high medical costs and difficult access to medical care for the public, promote the interconnection and collaborative sharing of medical health information in the entire region, and support the co-construction and sharing of medical services in the Chengdu-Chongqing region. This project is benchmarked against the standardized maturity assessment level 4 for universal health and hospital information interconnection and sharing; The application level of the electronic medical record system in central hospitals reaches level 5, while district traditional Chinese medicine hospitals and maternal and child health hospitals reach level 4; The smart hospital rating for Qianjiang central hospital, district traditional Chinese medicine hospital, and district maternal and child health hospital all reach level 4. 1. Establish a Medical Health Data Resource Sharing Service System
Establish a multi-dimensional data exchange and sharing system, effectively promote the exchange and sharing of medical health data, establish a comprehensive medical health-related data exchange and sharing system through a sharing and exchange platform, integrate scattered medical health data from various medical health and hospital business systems, local government departments, and various industries, and build a regional medical health big data center that integrates sharing, providing basic data support and service guarantees for health departments, medical institutions, and various health business applications at all levels in the region.
2. Integrate Regional Medical Resources and Build County Medical Communities
Focus on strengthening the construction of smart hospitals in Qianjiang Central Hospital, District Traditional Chinese Medicine Hospital, and District Maternal and Child Health Hospital, and promote the construction of smart hospitals and hospital information standardization with electronic medical records, smart services, and smart management as the “three-in-one”; Focus on the iteration and upgrade of the service system for resource expansion and balanced layout, based on the construction plan for a medical service community integrating urban and rural areas, surrounding the reform path of “541” (i.e., vertical integration, horizontal integration, medical-prevention integration, medical-nursing integration, and smart aggregation in five dimensions, four levels of city, district, and village, and one private hospital collaboration), and the medical service system construction framework of “1+N” (creating one cross-regional urban medical group and forming N specialized alliances), establishing and improving the “567” working mechanism (establishing five major medical resource sharing centers, strengthening six major emergency rescue centers, and improving seven unified working mechanisms), and gradually advancing a multi-level, all-round, and progressive integrated construction plan, utilizing information technology to achieve interconnection among various business systems in the region, integrating information resources of district-level hospitals and grassroots medical institutions, and realizing human resource management, financial management, drug and material management, and medical quality management, supporting the unified management and business collaboration of the general hospital of the medical community for all medical institutions in Qianjiang District.
3. Enhance Business Supervision Capability and Implement Refined Management.
Further promote the construction of hospital information systems focusing on refined management and electronic medical records, gradually connect all medical and health institutions to the platform, utilize the construction of relevant supervision platforms, strengthen medical reform evaluation monitoring and supervision of medical institutions through in-depth information mining and statistical analysis, improve the overall governance level and governance capacity of the industry, and provide precise analysis and decision support for the entire medical and health field.
4. Improve a Diverse and Convenient Medical Health Service System

III. Construction Ideas
Benchmark against the “Sanming Medical Reform Experience”, the information construction of the Qianjiang District public hospital reform and high-quality development demonstration project is proposed to be carried out from the aspects of constructing an orderly new pattern for medical treatment and diagnosis, promoting the reform and high-quality development of public hospitals. Promote the demonstration project work according to the idea of “promoting the project through reform, and promoting reform through the project”, and accelerate the construction of a hierarchical diagnosis and treatment system. Give full play to the leading role of Qianjiang Central Hospital, Qianjiang District Traditional Chinese Medicine Hospital, and Qianjiang District Maternal and Child Health Hospital, establish a horizontal connection and vertical penetration development mechanism, and build a closely integrated medical community and six major emergency rescue centers for comprehensive deepening. Establish convenient and beneficial services such as hierarchical diagnosis and treatment, remote medical services, electronic medical records, sharing of inspection and test results, prevention and treatment integration, medical-nursing integration, and health consultations, and create standardized, shared, and mutually trusted diagnosis and treatment processes. Build a municipal regional medical center, carry out diagnosis and treatment of difficult and critical illnesses, radiate and drive the development of medicine and improvement of medical service capabilities in the southeastern Chongqing area.
Implement the overall requirements of Digital Chongqing “1361”, fully combine the overall framework construction ideas and requirements of the Municipal Health Commission’s digital health, and around the Qianjiang District public hospital reform and high-quality development demonstration project, create characteristic application scenarios, and promote the intelligent management of district-level medical collaborative management, public hospital service management, and grassroots medical service management.
IV. Construction Content
Based on the overall framework, further targeted analysis is conducted according to business applications, aiming at public hospital reform and high-quality development, categorizing typical applications, achieving multi-scenario doctor-patient interactions, full-process health management, assisting supervision and emergency decision-making, supporting the implementation of health benefit policies such as hierarchical diagnosis and treatment, family doctor signing, chronic disease management, and health poverty alleviation.
(1) Overall Requirements
1) The bidder must comply with the latest construction standards and specifications for medical information technology, including the “National Hospital Information Technology Construction Standards and Specifications (Trial) (2018)”, “Electronic Medical Record System Functional Application Level Classification Evaluation Method and Standards (Trial)”, “Hospital Information Interconnection Standardization Maturity Assessment”, “Hospital Smart Management Level Assessment Standard System (Trial)”, and “Hospital Smart Service Level Assessment Standard System (Trial)”.
2) The system must meet the overall needs of the purchaser. The entire system should comply with the construction ideas of an electronic medical record-based hospital information platform. The design of each subsystem should consider meeting the overall needs, and each module should operate according to the unified standard of medical information standardization (HL7 and DICOM3.0).
3) The system should comply with the current medical and health system structure, management mode, and operation procedures and meet the purchaser’s information technology needs for the next 10-15 years. It should improve the quality of medical services, work efficiency, and management level, bringing certain economic and social benefits to the hospital.
4) The system should have a leading level domestically, possess competitive capabilities within the next five years, and have considerable development space and upgrade potential in terms of sustainable development. The operation platform and software functions should have a certain degree of advancement.
5) All software and hardware must provide relevant proof materials according to the purchaser’s requirements for reference.

To ensure the openness of the system and the realization of integration, the system must comply with the following standards and requirements:

Support ODBC, COM, and JDBC for database access;
Support XML, Web Service;
Support HL7;
Support international information exchange standards such as ICD-10, SNOMED, and ASTM protocols;
DICOM standard;
3. Technical Requirements
1) Support cross-database platform data access technology: The system should have good cross-database platform technology at the physical storage layer.
2) The server side supports load balancing and database connection pool technologies to ensure stable and efficient operation of the system.
3) Support information security technologies: Hospital information technology needs to introduce technical means to ensure the security of information systems, such as identity authentication, restricted data access, digital signatures, data encryption, data logging, and data logs.
4) Support various data backup mechanisms (incremental database backup, full backup, differential backup, etc.), and various data recovery technologies to ensure the stable operation of each system.
5) Support component-based design: Users can combine and configure components according to their needs.
6) Comply with SOA specifications for component technology: In the SOA service layer, all systems provide SOA services in the form of SOA components, and all SOA services are integrated on the platform, in line with the design philosophy of the hospital information technology construction SOA architecture.
7) Support user-defined configuration of data interaction process management: Provide tools and functions to configure the product according to changes in the environment or internal processes, enabling it to adapt well to changing demands and continuously support the development of hospital business.
8) The owner unit can flexibly use existing functional components to establish its applications and support adding developed components to the applications through tools.
9) Regional medical-related services need to be deployed to the health cloud; all services of each hospital need to be localized, and all data should be stored on local servers.
10) User data in the system is uniformly pushed by the HRP system, and user permissions are customized according to needs.
4. Database Management System Requirements
1) Object-oriented large relational database or post-relational database;
2) Support mainstream vendors’ hardware and operating system platforms;
3) Support mainstream network protocols (TCP/IP, IPX/SPX, NETBIOS, and mixed protocols, etc.);
4) Have openness and support access to heterogeneous databases, including access to file data and desktop databases, access to large heterogeneous databases, and the ability to interconnect with high-level languages.
5) Have a complete data backup strategy and recovery solutions for unexpected situations, and application software (database, front-end files) should be fully backed up regularly. System software configuration modifications and application software upgrades should be backed up promptly, with proper records maintained.
6) The database should support functional hierarchical authorization management requirements and can perform corresponding partitioning and database work according to actual business development needs to ensure the stability and efficiency of the online database. The system should support data migration functions and reasonably migrate data according to the needs of the party A, ensuring the integrity, accuracy, and consistency of the data.
