With this understanding, let’s examine the national efforts. Whether in the 14th Five-Year Plan or the industrial policies discussed at the Ministry of Industry and Information Technology’s symposium on July 29, 2025, we can see strong policy support.
Among these, in implementing the strategy to expand domestic demand and solidifying the industrial economy’s foundation, a new round of ten key industries will be launched to stabilize growth, fully leveraging the leading role of major industrial provinces. Plans will be developed to enhance the adaptability of consumer goods supply and demand to support consumption expansion, accelerating the development and application promotion of technologies such as artificial intelligence terminals, ultra-high-definition video, smart wearables, and drones. Financial support for new industrialization will be guided, expanding the implementation of the “integration of technology, industry, and finance” initiative. Efforts will be intensified to clear overdue payments owed to enterprises and establish a long-term regulatory mechanism for enterprise-related fees.
In promoting the integration of technological innovation and industrial innovation to enhance core competitiveness, the implementation of major national science and technology projects and key research and development plans will be prioritized, strengthening the construction of technology innovation platforms and nurturing technology-based enterprise incubators. Actions to promote the development of emerging industrial sectors will be initiated, improving policies for the development of humanoid robots, the Internet of Things, and high-end instruments. Policies for the innovative development of service-oriented manufacturing will be refined to enhance the level of industrial design.
The robotics industry chain is considered the new crown jewel of manufacturing because it integrates multiple cross-industry technologies, including materials science, chips, machining, computing power, software, IoT, communication, voice interaction, artificial intelligence, and AI. Its high precision and sophistication are comparable to the lithography machines that everyone discusses, and it is one of the industries urgently needed for market and social development. Looking at the future, it is not an exaggeration to say that the robotics industry chain is the crown jewel of manufacturing.
It is expected that the “15th Five-Year Plan for Robotics Industry Development” will push the industry towards new application policies and support, as well as guide the development of application standards and norms.
In 2025, to accelerate the construction of a self-controllable supply chain and enhance global competitiveness, policies supporting the humanoid robotics industry will continue to upgrade. In February of this year, Beijing introduced the “Beijing Embodied Intelligence Technology Innovation and Industry Cultivation Action Plan (2025-2027)”, and many regions such as Guangdong, Shenzhen, Zhejiang, and Shandong have also provided policy support. As a new generation product integrating artificial intelligence, high-end manufacturing, and bionic technology, humanoid robots have become a strategic emerging industry that various regions are eager to develop. Since the beginning of this year, the domestic humanoid robotics sector has been thriving, with several leading humanoid robot manufacturers receiving strategic investments, and publicly listed companies actively participating in mergers, acquisitions, or technological collaborations with humanoid robot manufacturers.
