Recently, the Shanghai Municipal Economic and Information Commission released the “Action Plan for the High-Quality Development of the Next Generation Display Industry in Shanghai (2026-2030)” (hereinafter referred to as the “Action Plan”).The “Action Plan” proposes to accelerate the construction of a city-wide “1+2+3+4” next-generation display industry system, driven by terminal demand, developing two major technological routes, laying out three future directions, and tackling four core areas. By 2028, it aims to create a complete industrial chain, a well-rounded industrial ecosystem, and a leading technological level for the next-generation display industry cluster, deeply linking with the national industrial chain and forging a number of strong segments. By 2030, the competitiveness of the next-generation display industry, supporting competitiveness, and regional competitiveness will reach an internationally advanced level, with a more complete and resilient industrial chain.Strengthening the leading role of terminals to promote the innovative development of display technology.Firstly, smart glasses will drive innovation in display technology. Actively laying out production capacity for smart glasses, building intelligent and unmanned production lines. Developing AI+AR, AI+MR, and other multi-form glasses products to cultivate a micro-display ecosystem across multiple technological directions through terminal integration. Secondly, exploring more applications for next-generation display terminals. Based on next-generation display technology, enhancing product form innovation in automotive displays, increasing applications in components such as dashboards, central displays, rearview mirrors, heads-up displays (HUD), rear-seat entertainment, and smart cockpits. Exploring innovations in applications of holographic displays, electronic paper displays, quantum dot displays, and other future display technologies.Focusing on two major development routes to enhance the technological capability of the industry.Firstly, strengthening core capabilities in Micro LED technology. Targeting smart display terminals for the metaverse AR/MR, with a focus on supporting the mass production of full-color Micro LED micro-displays. Secondly, enhancing the technological level of silicon-based OLED. Targeting near-eye displays for the metaverse VR/MR, supporting the research and mass production of ultra-high-resolution full-color silicon-based OLED micro-displays.Cultivating three cutting-edge directions to strengthen the reserve of future display technologies.Firstly, increasing the layout of holographic display technology. Supporting the research and industrialization of medium-free 3D holographic display technology and products, encouraging the integration of holographic displays with the metaverse, digital humans, etc., to provide new modes and applications for 3D displays. Secondly, enhancing innovative applications of electronic paper displays. Focusing on supporting the research and development of core materials and processes for high-resolution, large-size, color, and flexible electronic paper. Encouraging the development of new electronic paper materials for dynamic displays. Exploring the establishment of an electronic paper innovation center to integrate industry resources for collaborative innovation, expanding the ecosystem of electronic paper production and applications. Thirdly, supporting breakthroughs in quantum dot display technology. Promoting the industrial development of quantum dot active light-emitting display technology.Developing four core areas to enhance the competitiveness of display supply. This includes: improving the supply capacity of optical waveguides, expanding the advantages of display chips, filling gaps in core equipment, and addressing shortcomings in key materials. In addition, to continuously optimize the display industry ecosystem, Shanghai will leverage the empowering role of “AI+Display”. On the production side, optimizing display pixels through AI algorithms to enhance the performance and yield of display products; on the application side, continuously conducting research and development on cutting-edge technologies such as human-computer interaction algorithms, large models, and application scenarios based on AI glasses, strengthening the integration of display technology with multimodal interaction functions such as hand recognition, eye tracking, head detection, real-time rendering, and image reconstruction. At the same time, promoting the clustered development of the industry, creating three characteristic display industry clusters, namely: supporting the Lin-gang area to build a micro-display industry cluster that gathers optical waveguide wafer processing, optical modules, micro-displays, and smart glasses terminals; supporting the Jing’an Zhonghuan two wings and Pudong Jinqiao to promote the agglomeration of ultra-high-definition industries, achieving research and development of ultra-high-definition display technology and terminal products; supporting Jinshan to create an OLED industry cluster covering display panel materials, equipment, and terminal products.
